Technical Expert in Water Management

BACKGROUND

Mada Association is seeking an Expert in Water Management to design and develop a curriculum and methodology focusing on technical skills related to sustainable water use, awareness raising, and practical plumbing techniques under the project ‘Humaniterra”: Cultivating Recovery and Preserving Nature to meet humanitarian needs in Akkar’, funded by the French Centre de Crise and implemented in partnership with Acted. The "Humaniterra" project aims to improve food security and social cohesion in Akkar by promoting climate-resilient agriculture and sustainable livelihoods. As a partner in the consortium, Mada Association is leading activities related to environmental awareness and community empowerment.

This consultancy falls under Result 4: Environmental awareness and conservation practices are enhanced in target municipalities, especially in agriculture, water management and food systems. Specifically, Mada will deliver training sessions to 150 women involved in the local food system. To ensure the training is effective, consistent, and locally relevant, Mada is seeking an expert consultant to develop and deliver a comprehensive curriculum for 4-day training.

JOB SUMMARY

The primary objective is to develop and deliver a 4-day training curriculum covering topics on water management, basic plumbing, and sustainable water preservation and conservation practices tailored to the context of the Al Oustuan River Basin villages. The material will be delivered to 15 groups of approximately 10 women each (≈150 participants), aiming to strengthen local capacity, promote sustainable water use, and foster community-driven responses to water and climate-related challenges. Trained women will then use the training content to conduct community awareness sessions on water use, hygiene and conservation.

 

Tasks and responsibilities

The consultant will be responsible for the following tasks:

Curriculum development:

  • Conduct an assessment (FGDs, KIIs) of local households to identify water management challenges, capacities, and community needs in Al Oustan river area.
  • Develop training material and session outlines for Mada's approval. The material must cover four distinct sessions for each of the 10 training groups (total 150 participants).  This must include:
    • A Participant Handbook with key takeaways, practical tips, and visual aids.
    • Visual materials, such as PowerPoint presentations, suitable for the target audience.
    • Interactive exercises, group discussion prompts designed to engage adult learners.
    • Pre- and post-training assessment tools (e.g., questionnaires) to measure the increase in knowledge and intended application of skills.
  • Integrate specific training topics as outlined in the project document, including:
  • Introduction to sustainable water practices (e.g.,water conservation at household and community levels).
  • Practical guidance on basic household plumbing, including installation of water-saving fixtures (e.g., showerheads, tap aerators).
  • Tools and participatory techniques for conducting household awareness sessions focused on behavioral change in water use, hygiene, and conservation.
  • Key information on the Al Oustuan River Basin, including its characteristics, environmental challenges, stakeholder roles, and household responsibilities in protecting water quality and promoting sustainable water management.

The curriculum must integrate theoretical and practical field-based components, reflect findings from the context-specific assessment, incorporate gender-sensitive approaches, and promote community ownership and sustainability.

The content will be subject to Mada's approval. The Expert may be required to make revisions until the content is validated by Mada and partners.

Training Delivery

Conduct 4 interactive sessions for each of the 15 groups (≈10 women per group), over approximately 40 training days including practical demonstrations on installing household water-saving fixtures (e.g., showerheads, tap aerators).

Coordination and Reporting

Coordinate closely with Mada staff to organize training schedules, and manage logistics.

Provide regular updates on training implementation, participant attendance, engagement levels, and any emerging challenges.

Prepare a final report summarizing training delivery, key learnings, and recommendations for future interventions.

 

Deliverables

- A summary 2 to 3 pages report of the assessment on water management challenges summarizing findings and recommendations.

-A draft version of the complete training package for review and feedback from Mada.

-The final, approved training package in both editable digital format (e.g., Word, PowerPoint) and print-ready PDF format.

- Successful delivery of 4 training sessions for the 150 women participants.

- A final training report summarizes the sessions, covering objectives, participant profiles, methodology, session structure, key outcomes, and knowledge gained. It will include participant testimonials and conclude with recommendations.

 

QUALIFICATIONS

- Master’s degree in Water Management, Environmental Science or any related field.

- Proven experience in content development, curriculum design, or knowledge dissemination in water management, climate change, or community-based environmental practices.

- Strong research, analytical, and technical skills.

- Understanding of local communities and prior working experience in Akkar.

- Experience in conducting participatory training sessions, including household-level awareness activities.

- Fluency in Arabic and English, with strong communication skills.

 

Duration of the mission

The selected Expert is expected to start in First of December 2025 and complete the mission by end of mid of February 2026. This includes the initial assessment, curriculum design, delivery of training sessions, and the final report.
