1. Purpose
1.1 Context background
Due to the worsening situation in Syria, the number of displaced persons seeking protection in Lebanon has increased considerably in recent months. By beginning of October 784’878 refugees were registered with UNHCR – or were awaiting registration.
Most of the displaced are hosted by Lebanese families (75%). The rest live in collective shelters. Should the support provided by hosting families stop, displaced families would be on their own, become extremely vulnerable and could not cope with immediate needs (mainly shelter and food).
Lebanese families and communities themselves are struggling with additional charges, especially in housing. The hosting families, initially spontaneously offering refuge to Syrian families, face difficulties in continuing to finance extra costs. In addition, families in Akkar are paying the consequences of the Syrian crisis with considerable reduction in cross-border exchanges (labour and trading) between Lebanon and Syria.
The Swiss Agency for Development and Cooperation (SDC) is since August 2012 implementing a financial support project for Lebanese families and communities in Wadi Khaled and Akroum areas hosting displaced people due to the Syrian crisis.
The field officer will participate in the continuation of the financial support project for families and communities hosting displaced.
1.2 Objective of the project
The aim of the SDC Project is to improve capacities and socio-economic conditions for Lebanese families and communities hosting displaced in Akkar region, north of Lebanon.
2. Specific Duties and Responsibilities
2.1 Field Work
- Participate in the registration, verification and monitoring processes
- Make visits to the beneficiaries according to the weekly work plan
- Represent and explain the project and its objectives correctly to beneficiaries, authorities and third parties when applicable
- Report, based on guidelines established by the database manager and the project management, all the required information from the field
- Support the office in the analysis of processed data and information
- Support the admin/finance assistant when needed
2.2 Office Work and Inventory Management
- Input relevant data collected in the field in accordance with the guidelines established by the database manager
- Monitor the data for any inconsistencies established with the database manager and report
- Contribute to the identification and selection of beneficiaries, if necessary
- Maintain the inventory of the office store room (stationery and tools)
- Write a short weekly report to the project manager or his deputy
2.3 Driving and Vehicle Maintenance
- Drive project’s cars for the daily work as well officials and SDC visitors, if required
- Monitor road access and safety on a daily basis
- Engage in maintenance of vehicles
- Generate and update on a daily basis the consolidated vehicle logbook sheet
- Ensure that vehicle damages are reported immediately to the office
3. Communication, Coordination and Others
- Participate in the coordination bodies and play an active role where appropriate
- Coordinate with project team to ensure efficient and timely implementation of the project on a daily basis
- Perform any other tasks as requested by the project manager or his deputy
- Participate actively in project team meetings
4. Working environment
- The SCO Beirut internal regulations as per the operational manual and others are to be respected at all times.
- Working language is English.
- Duty station is Kobayat, Akkar
5. Profile
- Knowledge required
ü Qualification in social sciences, social work or other disciplines related to the profile
ü Field experience of implementing projects and social client outreach
ü Experience working in Akkar
ü Experience working with international and local NGOs
ü Good communication and conflict management skills
ü Experience with donor agency is a plus
ü Good knowledge of MS Excel software
ü Language: Arabic and English mandatory
