Senior Program Associate

The senior Program Associate will be responsible for the overall supervision, monitoring and evaluation of education and wash projects to be implemented by Mada in Akkar. The Senior Program Associate will be based in Mada's Beirut office. Internal interfaces Executive coordinator Financial administrator Project coordinators Field officers Logistician External Interfaces Donors partner's donors Representatives of Ministry of Education Schools directors Specific Responsabilities monitor outcomes and ensure timely and quality implementation of projects in close coordination with projects coordinators Organize monthly coordination meetings in Beirut or in Akkar with Akkar team to ensure resuts and outcomes are conformed to the logical framework Ensure appropriate budget mangement practices are followwed and all financial reporting practices are in line with donors requirements in coordination with the Financial Coordinator Track monthly financial reports and work to prevent cost overruns and under-runs on projected expenditures Identify gaps in funding and plan resource mobilization to adress these gaps to ensure the highest impact possible Foresee necessary modifications and establish related communication with funding agency Produce interim  and final reports (financial and operational) to donors based on progress reports provided by the project coordinators Supervise in close cooperation with the projects coordinators recruitment of all project staff, trainers, consultants and monitor their quality of work Review draft terms of references, contracts, memorandum of understanding, etc prepared by projects coordinators Liaise with donors, partners and staff and ensure a proper flow of information and communication both internally and externally Ensure monitoring, evaluating and documenting progress of program implementation against indicators Participate in U.N interagency coordination meetings and NGO sector coordination groups and identify areas for coordination, collaboration and expansion Report to the executive coordinator Support the executive coordinator in developing proposals in Education/Wash Skills required Minimum of 3/5 years professional experience in the Education/Wash sectors Demonstrated knowledge and experience in project and budget management  Excellent reporting skills according to donor standards Analytical and conceptual thinking Strong monitoring and evaluation skills Experience in conducting focus groups and evaluation interviews in deprived rural communities Demonstrated leadership and ability to manage staff Excellent organizational capacities and the ability to multitasks Excellent social, interpersonnal and problem solving skills Knowledge of the developmental sector in Lebanon and experience in working with NGO's Good knoledge of the area/region and its local customs Excellent verbal and written communication skills Initiative, involvement and commitment Ability to commit to deadlines and produce quality work in a short timeframe Acting in a diplomatic way, representing Mada's non religious, non-political and non-sectarian principles and respect for diversity, gender and child rights
