With a focus on equal opportunities and access to education, Warchée helps women overcome constraints and gain employment opportunities in these fields. Operating in Lebanon, where unemployment rates are high, the organization supports women in accessing traditional jobs in construction, fostering financial independence and self-confidence.

Warchée establish partnerships with construction companies to facilitate the recruitment of qualified female candidates and provide knowledge and learning opportunities in sought-after construction techniques. Warchée also supports builders, architects, engineers, landscape architects, and urban planners by facilitating their access to projects and surrounding them with well-trained female teams.

Job Summary

Warchée is seeking a versatile and driven Program Manager to spearhead projects and ensure quality management in compliance with Warch(ée) procedures.The ideal candidate will be responsible for the strategic planning, meticulous implementation, and thorough evaluation of initiatives in alignment with our organizational goals. From developing comprehensive project plans and managing budgets to fostering strong stakeholder relationships and ensuring compliance with legal requirements, the Program Manager will play a pivotal role in driving positive change and maximizing the impact of our programs. With a focus on effective communication, team leadership, and risk management, this role offers a rewarding opportunity for a passionate individual to make a meaningful difference in our community.

Main Tasks and Duties:

Project Planning and Implementation:

  • Develop comprehensive project plans, including timelines, milestones, and deliverables, in alignment with Warch(ée) mission and objectives.
  • Work closely to the executive director for ensuring quality management.
  • Conduct needs assessments and stakeholder consultations to inform project design and implementation strategies.
  • Coordinate with relevant stakeholders to ensure buy-in and collaboration throughout the project lifecycle.
  • Establish clear roles and responsibilities within the project team and ensure effective coordination and communication among team members.
  • Monitor project progress against established plans and proactively address any deviations or challenges.

Budget Management:

  • Work closely with finance and administrative staff to develop project budgets that align with program objectives and donor requirements.
  • Monitor budget expenditures regularly to ensure adherence to financial plans and identify potential variances.
  • Provide regular updates to management and donors on budget status and financial performance.

Communication and Stakeholder Engagement:

  • Build strong relationships with donors, partners, and beneficiaries through regular communication and engagement activities.
  • Facilitate participatory decision-making processes that involve key stakeholders in project planning, implementation, and evaluation.
  • Address stakeholder concerns and feedback in a timely and transparent manner to maintain trust and collaboration.
  • Seek opportunities for strategic partnerships and collaborations that enhance the impact and sustainability of program activities.
  • Develop and implement a comprehensive communication strategy that effectively communicates program objectives, activities, and impact to internal and external stakeholders.
  • Ensure that communication efforts are culturally sensitive, inclusive, and accessible to all stakeholders, including marginalized and vulnerable groups.
  • Facilitate open and transparent communication within the organization, fostering a culture of collaboration, trust, and accountability among staff members.

Team Leadership and guidance :

  • Provide visionary leadership and direction to staff in collaboration with the executive director, fostering a culture of innovation, and collaboration.
  • Set clear expectations and performance goals for team members, providing regular feedback and support for professional growth and development.
  • Foster a positive and inclusive work environment that values diversity, equity, and inclusion.
  • Ensure the commitment to Warch(ée)’s mission and values.
  • Develop and implement capacity-building initiatives, including workshops, trainings, and mentoring programs, to enhance the skills and competencies of staff.
  • Provide ongoing support and guidance to staff members, empowering them to take on new responsibilities and grow professionally within the organization.

Monitoring and Evaluation:

  • Develop monitoring and evaluation frameworks, including clear indicators, data collection methods, and reporting mechanisms.
  • Regularly collect and analyze data to assess program progress, outcomes, and impact against established targets and objectives.
  • Use monitoring and evaluation findings to inform adaptive management practices, making adjustments to program strategies as needed.
  • Ensure that monitoring and evaluation activities are conducted in an ethical and culturally sensitive manner, respecting the rights and dignity of participants.

Reporting:

  • Prepare timely and accurate reports for stakeholders, donors, and management, following established reporting schedules and formats.
  • Synthesize and analyze program data to highlight key achievements, challenges, and lessons learned.
  • Tailor reports to meet the specific information needs of different stakeholders, ensuring clarity, relevance, and impact.
  • Use reporting as a tool for accountability, transparency, and learning, promoting continuous improvement and knowledge sharing within the organization and beyond.

Risk Management :

  • Identify potential risks associated with project activities, stakeholders, and external factors.
  • Develop risk management plans that outline strategies for mitigating, monitoring, and responding to identified risks.
  • Regularly assess and review risk management plans in consultation with relevant stakeholders, adjusting strategies as needed to minimize negative impacts on program delivery and outcomes.

Compliance and Legal Requirements:

  • Ensure that program activities comply with relevant laws, regulations, and organizational policies, including those related to human rights, ethics, and safety.
  • Stay informed about changes in legal and regulatory requirements that may impact program implementation, and take appropriate action to address any compliance issues.
  • Maintain accurate and up-to-date documentation of program activities, ensuring that all required records and reports are completed in a timely and accurate manner.

Requirements:

  • At least 8 years of proven experience in programme management, team management, project planning, proposal development, report writing, networking, partnership-building and working with NGOs and donors.
  • Excellent interpersonal communication skills to build rapport with staff, partners, government officials, donors and community leaders.
  • Ability to work under deadline pressures and to manage multitask requirements.
  • Ability to represent Warchee to partners, donors, local authorities.
  • Flexibility to work in fast changing political and security situations.
  • Respect of diversity and acknowledgement of equal rights of all population groups
  • Creative and flexible with problem solving skills and demonstrated professionalism and diplomacy
  • Strong MS Office and program management tools and procedures
  • Budgetary control and financial management and ability to read/understand financial data.
  • Ability to speak and write fluently in English, French and Arabic.

Remuneration and Duration

  • Full-Time Job : 5 days per week – Time : 8 am to 5 pm
  • Salary range is : 2000 – 2500 USD
  • Duration: for one year renewable
