Child Protection Team Leader

Makhzoumi Foundation Context:   Makhzoumi Foundation is a private Lebanese non-profit organization, established in 1997. Our ultimate mission is to empower Lebanese citizens - through improving their socioeconomic status, healthcare provisions, and environmental awareness, and by encouraging their quest for education - thereby enabling them to independently develop and progress their local communities, and to subsequently enhance the country’s civil society on a national scale.   For the last three years, in response to the on-going refugee crisis in Lebanon, the Makhzoumi Foundation Relief and Humanitarian Services Unit has been working from our Beirut office to deliver emergency and recovery projects in Hygiene, Shelter, Protection, Health and Livelihood Recovery sectors. The Makhzoumi Foundation is now expanding its remit through a new project to offer Child Protection Case Management services to both Palestine Refugee and vulnerable Lebanese children living in the Beirut/Mount Lebanon area. Makhzoumi Foundation will establish a new team that will provide support to children who are at risk and families in need. In addition the team will deliver awareness sessions, coordinate with volunteers from the community and support the establishment of committees from the local communities to promote Child Protection issues.     SCOPE OF WORK:  This is will be the first project within Beirut/Mount Lebanon to provide specific child protection case management services to the Palestine Refugee community and will therefore require a particular skill set and experience in order to engage the community positively and support caseworkers to do so effectively. The Team Manager will be responsible for the coordination, supervision and support of the Case Workers, ensuring good delivery of the Child Protection activities in the area of intervention.  The Team Manager will support the development of casework, committees and the coordination of the community volunteers, and will provide training and coaching to his/her team. The Team Manager will ensure regular monitoring of all case work activities and for children, and maintain overview on cases. The Team Manager will also supervise workers delivering both static and mobile PSS activities for children and caregivers to ensure good quality programming and to facilitate the allocation of cases identified for casework support through PSS activities.   RESPONSIBILITIES: Program: Coordinate the caseworkers in the area of intervention and ensure that work is according to guideline and standards Participate in the recruitment of volunteers and development of the committees Develop training plans for Caseworkers  Facilitate and co-facilitate training for Caseworkers Support, supervise and monitor the activities of Case Workers Ensure a standardized approach across the different communities where implementing Ensure regular monitoring and on site coaching visits Provide technical support to caseworkers in the delivery of the activities Highlight any challenge or constraint to Protection Coordinator/Unit Manager Participate in the development of best practices and lesson learned Facilitate and co-facilitate training when required      Monitoring & Reporting Develop weekly and monthly plan for the Case Workers including their work in the field Fill observations checklists whenever conducting field visits Compile a weekly report of activities Participate in the development of lessons learned and best practices Ensure that all relevant financial documentation is completed accurately as required by MF’s finance policy. In coordination with the M & E officer, participate in the monitoring and evaluation of the program   Staff Management and Development Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance. Ensure work is completed in accordance with Case Management Principles and the Practical Guidance Document, and in due course the National SOPs for Child Protection. Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading documented semi-annual performance reviews. Provide constructive feedback and counsel on appropriate career paths and professional development. Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage. Coordination & Representation Liaise and collaborate with other actors when required Attend CP coordination meetings Maintain positive coordination and relationships with partner and other MF sector staff   Other Consistently and proactively monitor/assess the safety and security of field teams; promptly reporting concerns or incidents to MF management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for MF programs Ensure activities are done in accordance with MF logistics policy and in a timely manner to ensure the successful implementation of programs; Other duties as assigned by the supervisor to enable and develop MF programs     Key Working Relationships:   Position Reports to:  Protection Coordinator Indirect Reporting: Unit Manager Other Internal and/or external contacts: Internal: Other MF programs in the field   External: other NGOs Professional Standards All MF staff are required to adhere to the values, vision and mission of the Makhzoumi Foundation and to the Makhzoumi Foundation code of conduct. Awareness of the Minimum Standards for Child Protection in Humanitarian Action (http://www.cpwg.net) Awareness of the IASC Guidelines for Gender-based Violence Interventions in Humanitarian Settings Excellent reporting skills   Job Requirements: Education: University degree in social science, social work, psychology, mental health, counselling or relevant field Work Experience: 4 years work experience minimum Management experience mandatory Experience in working in child protection, SGBV and organizing activities Experience in community mobilization Experience in working in emergencies preferable Experience facilitating trainings/mentoring Experience in working in a cross cultural environment preferable  Demonstrated Skills and Competencies:  Willingness and ability to work in challenging circumstances with Self-motivation and strong team spirit, dynamic personality and ability to work under pressure, flexibility enjoyment of working in the field, well-developed organizational and planning skills Ability to develop partnerships and use networking skills Excellent interpersonal and communication skills Language Skills:  Fluency in writing and typing in Arabic and English mandatory Certificates or Licenses: Proficient in Word and excel   Working Environment:  Office work and field visits
