Job Overview/Summary: The MF- RHSU (Relief and Humanitarian Services Unit) is seeking a Finance Supervisor who will be based in and work from our Beirut office. The Finance Supervisor will be responsible for supporting monitoring and evaluation of activities implemented by MF from the respective centers, working in a dynamic, fast-paced environment.
The Finance Supervisor will have a key role in assisting the MF-RHSU to prepare projects and program budgets, activity plans, financial reports and where applicable, satisfying other specific donor requirements.
The Finance Supervisor will be ensuring effective, timely and compliant financial management of the MF-RHSU activities with regards to budgeting, processing of payments/work flows, book-keeping, Cash and non-cash assistance to beneficiaries, reporting, and external audit;
The Finance Supervisor will be supporting the MF-RHSU in developing their internal financial management capacity in due recognition of and respect for their capacity, best practices, financial management and administration procedures (SOP), and other specific donor requirements.
Major Responsibilities:
Participate in maintaining office accounts in accordance with MF’s finance systems and donor requirement, support the production and management of budget.
Maintaining financial records/documentation and an appropriate and efficient financial filling system.
Monitor the MF programs and projects budgets and expenditures, ensure compliance and advise on budget performance.
Communicate with partner organizations in order to establish best financial reporting practices.
Producing monthly and quarterly financial reports, producing expenditure forecasts as required;
Ensuring financial reports are compliance with legislative and donor and MF-RHSU’s requirements in coordination with the MF Finance department.
Identify capacity development needs and subsequently suggest, design and assist in building the financial management capacity of MF-RHSU’s projects
Stay abreast of relevant Government rules and regulations relating to financial management, including audit, and inform the Makhzoumi Foundation managers accordingly.
Stay abreast of new MF-RHSU and/or partner guidelines on financial and administrative matters and inform the MF-RHSU on-field teams accordingly.
Other
Provide suggestions and inputs to the continuous development of the financial administration procedures, routines, and processes by suggesting revisions of the SOPs.
Participate in relevant internal meetings, development forums, workshops, courses, etc.

Job Requirements:
Qualifications:
- University Degree in Financial Management, Accounting, Business Administration, Commerce, or any other relevant fields; Masters Degree or MBA.
- 3 to 5 years’ experience in financial management and reporting, budgeting and accounting, and financial audits
Demonstrated Skills and Competencies:
- Technical knowledge and experience in facilitating, supporting, monitoring and supervising activity plans, budgets and financial management
- Strong interpersonal and organizational skills, and ability to work under pressure in complex, high-speed and challenging work environments.
- Flexible and strong team worker
- Proven analytical and problem solving skills
- Attentive to detail and cost-conscious;
- Analysis, advise, establishment and enforcement of sound internal financial controls
- Experience working on donor-funded projects is highly desirable.
- Strong sense of personal integrity and understanding of confidentiality and ethics
Language Skills:
Excellent written and spoken English and Arabic skills.

Experience required:

3 to 5 years’ experience in financial management and reporting, budgeting and accounting, and financial audits

Experience in working for a humanitarian organization
