BALADI CAP | Financial Capacity Building Specialist
The Financial Capacity Building Specialist will lead project efforts to provide technical assistance on financial management assessments and capacity building, to up to 25 local organizations throughout Lebanon, as specified by USAID.
The Financial Capacity Building Specialist reports directly the Country Director.
Specific Duties and Responsibilities
Using the pre-award survey and capacity assessment tool information on an organization’s financial capacity, craft an appropriate capacity building plan to bring financial management systems up to the appropriate levels to potentially received USAID money.
When appropriate, liaise with potential local training institutes to ensure financial capacity building is delivered on time and on budget.
Conduct end of capacity building assessments to measure financial management capacity strengthened.
Organize and maintain an efficient and effective filing system for all financial, accounting, contracting, and other documentation, including sending necessary files to the home office.
Ensure compliance of financial transactions with USAID regulations and MSI procedures.
Carry out other duties as assigned.
Professional Skills
Strong knowledge of Lebanese non-governmental organizations’ financial and management systems.
Strong knowledge of USAID’s financial and management regulations.
Experience assessing local partners' capacities to handle funds from a donor organization.
Strong training and capacity building strategy development and technical assistance with partner organizations in need of institutional strengthening.
Up-to-date understanding and knowledge of political and social conditions in Lebanon.
Strong teamwork skills, creativity, and initiative.
Computer literacy with a variety of software programs, including MS Office and accounting software.
At least a Master’s degree in accounting, finance or business or a related field.
10+ years of relevant experience (at least 5 as an auditor or at an auditing firm).
Ability and willingness to conduct site visits throughout the country on an ad-hoc basis.
Fluency in Arabic and English (written and verbal).

Program Summary
The Building Alliances for Local Advancement, Development, and Investment – Capacity Building (BALADI CAP) project aims to build the technical and financial management capacity of 25 locally selected organizations by the BALADI project—another locally implemented USAID project--to enable these civil society organizations to be potential recipients of USAID funding and to serve as lead actors in donor programs and to play a larger role in strengthening civic culture and promoting democratic governance in Lebanon.
