Junior Monitoring & Evaluation Specialist, MSI, Beirut, Lebanon Position Summary: MSI is seeking candidates for the full-time/long-term position of Junior Monitoring & Evaluation (M&E) Specialist on a capacity-building program for Lebanese municipalities and unions of municipalities. The candidate will work as part of a team to improve public service delivery at the local and regional level, promote community participation in local governance decision-making, increase access to reliable and affordable public services, and support participatory and accountable local governance. The overall goal of the project will be to achieve sustained and broad-based economic growth by engaging with municipal government institutions, Lebanese-registered grassroots organizations, and businesses. The anticipated timeframe for the position is three years. **Please note: Only Lebanese citizens are eligible for this position.** Position Tasks and Responsibilities: Provide support and assistance the Senior M&E Specialist with the implementation of the approved AMEP. Follow up with field specialists and implementing partners to ensure field data and M&E sheets are filled and collected in a timely fashion.  Update and maintain the project database, indicator trackers, and submission portals. Generate data reports and document activity progress through M&E reports (attendance sheets, photos, pre- and post-tests, etc.). Assist in the analysis of indicator results and provide feedback to the Senior M&E Specialist and Chief of Party, indicating where activities and interventions are falling short, meeting, or exceeding outputs and outcomes.  Assist in the preparation of periodic M&E reports. Qualifications: Bachelor’s Degree in Public Policy, International Relations, Political Science, Economics, Statistics or related field.  One (1) to two (2) years of relevant M&E experience.  Quantitative analytical skills. Research experience, including data collection and data management. Strong Computer skills, specifically in Excel.   Experience with M&E on USAID-funded projects preferred.  Only candidates who have been selected for an interview will be contacted.
