The Monitoring and Evaluation, Information and Communication Specialist is responsible for monitoring and evaluation (M&E) activities for the USAID-funded Lebanon BALADI Plus program managed by Management Systems International (MSI). The Specialist works also with the program team to strengthen the program partners (municipalities and CSOs) capacities in the area of communication and outreach to constituents. The Specialist reports to the Chief of Party.
Specific Duties and Responsibilities
The principal responsibilities of this position include, but are not limited, to the following tasks:
Contribute to the development of program work plans, timelines, and tracking mechanisms
Contribute to the design, oversight and quality control of surveys and focus groups
Design and implement M&E tools
Work with program staff to ensure that site visits include collection of necessary data, and plan future visits with this priority in mind
Maintain a database and appropriate documentation of M&E data collected, disaggregated per program requirements, organized as necessary to meet reporting requirements throughout the life of the program
Contribute substantially to program reporting to MSI’s home office, the USAID Mission, and USAID’s Performance Monitoring Program in Lebanon
Inform leadership of any identified deficiencies or possible improvements in M&E systems
Perform necessary analysis of data gathered to accurately demonstrate program impact and accomplishments, as well as identify lessons learned
Identify and generate success stories, briefing documents and other materials
In coordination with the Civil Society Specialist, advise municipalities and civil society organizations, directly or through the program team, on techniques to improve their outreach and communication strategy
Carry out other duties as assigned
Professional skills
Experience with local and/or international NGOs/civil society organizations or donor organizations
Demonstrated ability to conceptualize, develop, and manage M&E systems and activities
Experience in producing success stories and other communication material
Excellent organizational skills
Experience developing and implementing communication/outreach strategies.
Experience in designing methods of data collection
Strong teamwork skills, creativity, and initiative
Computer literacy
Ability and willingness to conduct site visits throughout the country on a regular basis
Complete fluency in Arabic and English, with excellent writing skills.
Program Summary:
The Building Alliances for Local Advancement, Development, and Investment (BALADI) Plus project is intended to offer technical assistance to select municipalities to allow them to better manage their resources and respond to citizen demands, and to foster civic engagement in municipal life, through close collaboration with USAID/Lebanon’s BALADI project.
