Project Summary:
The Lebanon Community Resilience Program (LCRP) is a project funded by USAID/OTI. The LCRP provides strategically targeted support to advance peace and stability in Lebanon.

Position Summary:
The LCRP Project Office Manager is part of a multi-disciplinary team of program development, procurement, finance, and other professionals to establish and maintain a strong system and management control for Human Resources, logistics, office procurement, office accounting and information systems. The Office Manager is responsible for making decisions that positively affect the program office and will supervise the IT Specialist and Housekeeper/Janitor. The position reports to the Operations Manager and is located in Beirut.
Responsibilities:
Oversee payment of local staff, local and regional consultants and related travel and per diem expenses.
Maintain office inventory. Implement a system of asset control that accounts for all reportable assets acquired under the program. Project inventory should be updated on a daily basis as needed.
Provide logistical support for conference and workshop organization.
Write travel clearance requests and provide logistical organizational support for visiting consultants.
Ensure that office managerial, administrative, procurement and financial procedures comply with MSI and USAID procedures and regulations
Represent the program with local administrations (social security, tax authorities, landlords, etc.).
Work closely with the Social Insurance Office and Tax Department to ensure that all required documents are accurate and updated and compliant with the up to date local Lebanese Labor Laws.
Review and monitor time sheets for the short-term local staff and process short-term consultancy and long-term employment contracts.
Maintain personnel files, ensuring that required documentation is on file, and address Human Resources issues with office staff.
Assist with workshop and training logistics and needs.
Respond to inquiries regarding local personnel, policies, accounting, finances and other project activities and developments.
Execute and monitor ongoing procurement of office equipment and supplies and maintain strong guidelines regarding appropriate use of project assets.
Develop and update logistic support on current operations.
Ensure timeliness of all logistics and transportation requirements.
Actively contribute to information sharing within the LCRP Project.
Supervise IT Specialist and Housekeeper/Janitor.
Perform other tasks as requested by the Chief of Party and the Operations Manager.
Minimum Qualifications:
University degree in financial management, accounting, business administration, or related field.
Two years’ professional experience in project administration and finance.
Previous experience working with NGOs or international contractors is highly desired.
Supervisory experience preferred.
Proficiency in MS Office and ability to use the internet.
Strong organizational and time management skills.
Ability to balance multiple priorities.
Ability to maintain confidential information and work with a wide variety of people.
Superior written and verbal communication skills.
General knowledge of USAID regulations, procedures and practices preferred.
Fluency in English.
