Infrastructure Construction in Bekaa and South Lebanon

Introduction

Medair seeks to contract a qualified construction company to implement WASH infrastructure works detailed in the provided Bill of Quantities (BoQs). The works may include, but are not limited to:

  • Water network installation and rehabilitation
  • Wastewater network works
  • Borehole rehabilitation
  • Supply and installation of mechanical/electrical components
  • Civil works related to pumping stations, chlorination systems, or RO units
  • Associated solar power integration works
  • Any other tasks listed in the project BoQs

This ToR outlines the framework, responsibilities, evaluation criteria, submission requirements, and selection process for identifying the most suitable contractor.

 

2. Objective

To ensure transparent, compliant, and competitive selection of a technically capable, financially responsible, and experienced contractor able to deliver the required work at high quality, on schedule, and in accordance with humanitarian and donor standards.

 

3. Scope of Works

The selected contractor will undertake all works listed in the full BoQs and drawings, including materials, labor, transport, machinery, testing, commissioning, and documentation.
The contractor must comply with:

  • Lebanese building codes and municipal requirements
  • Environmental protection and OHS requirements
  • Medair technical specifications

 

4. Responsibilities

4.1 Contractor Responsibilities

  • Conduct site visits and verify quantities
  • Conduct a design verification process prior to mobilization and suggest any changes
  • Mobilize necessary labor, equipment, and materials
  • Execute all tasks to required standards
  • Maintain safety on all worksites
  • Submit workplans, methodology, and QA/QC procedures
  • Maintain continuous coordination with Medair engineers
  • Provide as-built documentation and commissioning reports

4.2 Medair Responsibilities

  • Provide BoQs, drawings, and technical specifications
  • Facilitate site access and coordination with beneficiaries/municipalities
  • Conduct monitoring and verification
  • Review contractor submissions and approve variations

5. Contractor Eligibility

Contractors must meet the following baseline requirements:

  1. Officially registered company in Lebanon
  2. Valid commercial registration and tax compliance documents
  3. Minimum 3 years’ experience in civil and electromechanical works
  4. Previous experience conducting similar activities with other NGOs
  5. Demonstrated ability to deploy sufficient workforce and machinery
  6. Proven financial stability to manage project cashflow

6. Required Documents for Submission

Contractors must submit:

  1. Technical Proposal, including:
    • Work methodology
    • Project implementation schedule (Gantt)
    • QA/QC plan with datasheets of priced items
    • Safety plan
    • List of key staff & CVs
    • List of equipment & machinery
    • Similar project completion certificates
    • Fill and sign the supplier registration form (Attached)
  2. Financial Proposal:
    • Completed RFX-2026-0000197 with unit rates and total price
  3. Legal & Administrative Documents:
    • Commercial register extract
    • Financial clearance / Ministry of Finance tax compliance
    • VAT Registration if applicable
    • Proof of fresh bank account
    • Bank statement

7. Evaluation & Grading Methodology

Evaluation will follow a two-envelope system:

A. Technical Evaluation (60%)

Minimum passing score: 70% of technical (42 Pts of technical) AND 80/100 overall (tech + financial)

Total Technical Score: 100 points

 

B. Financial Evaluation (40%)

1. Evaluation based on lowest complaint offer (RFX-2026-0000197 should be filled signed and stamped)

Note: Abnormally low bids may undergo additional justification review or disqualified      37 pts

if they fall below 20% of the estimated budget.

2. Financial Capacity & Company Profile

Bank statements, company stability, ability to sustain cashflow

8. Combined Weighted Score

The final score will be:

Final Score = Technical Score (60%) + Financial Score (40%)

The contractor with the highest final score will be selected, provided:

  • All documentation is completed and valid
  • Price is reasonable and competitive
  • Technical proposal meets minimum quality standards

Medair reserves the right to conduct clarification meetings, request missing documents, or reject any/all bids.

 

9. Selection Process

  1. Tender Announcement → Invitation for bids
  2. Pre-bid Meeting & Site Visit Wednesday 4 February 2026 (mandatory/ to sen and email to sharbel.albayeh@medair.org)
  3. Submission of Bids (Send by email)
  4. Administrative Screening
  5. Technical Evaluation by panel
  6. Opening of Financial Offers (only for technically qualified bidders)
  7. Final Scoring & Selection
  8. Contract Award
  9. Contract Signing & Kick-off Meeting

 

10. Contractual Conditions

  • Contract type: lump-sum BoQ-based construction contract
  • Payment terms: milestone-based, subject to verification
  • 10% Performance guarantee
  • 6 months Defects Liability Period
  • Penalties may apply for delays or non-compliance

  • Completed works as per BoQs
  • Daily/weekly progress reports
  • Testing & commissioning reports
  • As-built drawings
  • Final handover package

A mandatory pre-bid meeting and site visit will be held on Wednesday, 4 February 2026. Interested bidders must confirm their attendance by sending an email to sharbel.albayeh@medair.org for site visits only.
