Cash Officer

Project Overview In response to the Syrian Crisis and the resulting influx of refugees into Lebanon, Medair is working with UNHCR creating interactive maps to aid the humanitarian response and the delivering of emergency Shelter and NFI assistance to Syrian refugees Overall Purpose The cash officer works as part of a team to collect demographical information of Syrian refugees in the Bekaa valley. Their main role is to provide accurate, updated, and reliable information used to facilitate Cash programming as part of Medair’s response to the Syrian Crisis.    Major Duties and Responsibilities: -Plan and Emplement cash program activities Assist in the management of the cash programme in Jordan focusing on facilitating the team to timely reach the goals of the programme. Help in the planning of the programme and schedule of activities including community outreach, registration of beneficiaries and prepare the charging of beneficiary bank accounts. Coordination of household visits by field staff for the assessment of household conditions used for beneficiary selection.  Additionally coordinate the household visits conducted for follow up.  Participate in monitoring and evaluation activities, including field visits and spot checks, as well as helping to collect field stories and assist during media and donors visits.  Maintain a transparent, honest and supportive communication structure with beneficiaries and their communities. Work closely with Project Manager for the development of new projects Plan and facilitate ATM card (or pin) distributions and ATM trainings   -Data management, reporting and creation of ODK surveys Maintain and analyse Excel databases for exporting household level information used for selection of beneficiaries, reporting and for monitoring and evaluation Track the payment of cash transfers using bank reports and prepare the charges of next payments Prepare reports and up to date status of beneficiary selection and payments received, used for official reporting and for use by Medair’s helpdesk operator. To use reporting tools such as UNHCR’s RAIS database and Activity Info Creation of ODK forms in Excel used for surveys to beneficiary households Adhere to data security and privacy procedures. -Effective engagement with UN agencies, NGOs, donors and community leaders   Liaise and develop respectful relationships with other NGOs, UN agencies, local authority structures and other stakeholders. Attend donor visits to represent the project and clearly communicate the work taking place Attend UNHCR basic needs working group and other meetings when requested by Project Manager. Ensure cross check of lists of potential beneficiaries with other agencies and the UNHCR to avoid duplication of beneficiaries and overlap with other programmes. Liaise with beneficiaries and host community as required on the procedures related to the delivery of cash-assistance and be available to answer to related questions and concerns. -Flexibility in implementing other areas of Medair’s programme Adapt to the changing demands of the project and be prepared to take responsibilities in other areas of the programme as requested by the Project Manager -Keep organized records and ensure timely reporting Ensure all paper work is accurate and correctly stored Keep updated records of assessments and distributions Be organized and prepared to provide Cash Project Manager with project reports as required -General Responsibilities To know, understand, and clearly communicate Medair’s core values, programmes, and organisational profile To respond to beneficiaries with compassion and confidentiality while upholding Medair’s professional reputation among the community Facilitate the link between beneficiaries and Medair, providing information and feedback between beneficiaries and the Medair team as appropriate. Be flexible, willing to assist in other areas of work as relevant and needed for this role.   Person Specification: Strong leadership skills and a supportive management style. Experience of working with NGOs. Experience working directly with beneficiaries, doing home visits and assessments. Experience working in a cash-assistance project. Experience in report writing in English Excellent computer skills(word & excel,Internet,e-mail writing) NGO experience Excellent Arabic. Moderate written and excellent spoken English Excellently Organized. Able to prioritise and time manage Clear communicator, skilled in oral and written communication Able to oversee multiple tasks. Excellent interpersonal skills. Aptitude for community mobilization and capacity-building. Ability to cooperate with a team Ability to facilitate programme and community interactions regardless of ethnicity, status, gender, origin or affiliation. Sensitive to cross cultural issues. Excellent capacity to sensibly respond to beneficiary questions and complaints. Aware of security considerations. Good judgement in insecure situations. Experience in training/mentoring staff.
