Flood Response Officer

Role and Responsibilities Working as an important member of a diverse team, the employee will be responsible for 1) Providing technical advice to households on strategies to raise tent floors within Informal Tented Settlements (ITS) 2) Ensure provision of materials and tools required to implement activities 3) Closely monitor implementation of activities, providing technical expertise as needed and establish strong community relations 4) Monitor and document effectiveness of implementation strategies and report future recommendations  Project Overview In response to the Syrian Crisis and the resulting influx of refugees into Lebanon, Medair is seeking team members with a construction / engineering background to lead flood mitigation measures in informal tented settlements. This will involve identifying households at high risk for flooding and distributing mitigation materials. This project will complement currently existing projects of shelter, health and nutrition, site planning and GIS mapping.    Medair Medair brings life-saving relief and rehabilitation in disasters, conflict areas, and other crises by working alongside the most vulnerable. Founded in 1989, Medair’s unwavering commitment continues to bring hope to the world’s most vulnerable.  Key Activity Areas Planning: technical advice to households on strategies to raise tent floors within ITS Work with project manager to select high-risk households within Medair’s area of intervention  Communicate with municipality, ITS camp leaders and relevant households Establish agreements with relevant parties, ensuring clear communication of the project, its purpose and stakeholder responsibilities  Provide materials and services required to implement activities Organize procurement documents for needed materials and services Work with Logistics in a timely and efficient manor Take responsibility of materials once left warehouse to field locations, monitor correct storage and use of materials at sites  Implementation: ongoing technical advice and monitoring of activities Once planning is completed and materials are ready, work side by side with beneficiary families as they implement tent raising strategies Provide continual expertise throughout implementation till completion of activity Build strong community relationships  Monitor and document effectiveness of implementation strategies and report future recommendations Document lessons learned from each tent raising implementation Provide contextually relevant and cost effective recommendations for future programing Establish worksheets to update records and monitor activities Ensure organized and updated recordsBe prepared to present information or reports on project activities upon request to project manager    Experience / Competencies Minimum 2 years of construction/ structural work experience Previous experience of community facilitation projects  Good working knowledge of the geography and culture of Bekaa Valley region Problem solver with experience designing creative and innovative strategies  Experienced with MS Office and programming Takes initiative, is a self-starter and able to work independently Passionate about working as part of a dynamic and encouraging team Aptitude for community engagement Passionate about serving the poor Willing to support others and share workloads Capacity to work under pressure and manage personal stress levels
