Health and MHPSS Project Manager -Zahle

Major Duties and Responsibilities:

-Technical Responsibilities:

  • Provide technical leadership for the Health and MHPSS Programme, ensuring high-quality implementation, regular monitoring, and strategic development of new health interventions.
  • Oversee project planning and delivery, managing activity plans, resources, and strategies to ensure timely, effective, and sustainable health outcomes. 
  • Ensure integration and coordination among all health and MHPSS projects, ensuring resources are used efficiently and effectively
  • Carry out regular monitoring visits in conjunction with other field managers, ensuring that project objectives are met within the stated timeframes and in accordance with recognised international standards
  • Supervise and monitor the development of reporting systems for data collection (qualitative and quantitative), analysis, and follow-up and feedback to relevant staff, donors, partners and other agencies
  • Maintain an oversight of medicines and health/MHPSS supplies ordered for the projects, supporting the health, MHPSS and logistics staff in the coordination and quality control of supplies.
  • Strengthen coordination and communication with relevant ministries, health authorities, and partners, ensuring alignment with national and international standards.

 

Staff Management:

  • Manage Managers and overall team members within the relevant department(s).
  • Identifying the training needs of team members and develop plans to address them.
  • Monitoring and evaluating the performance of team members and actively addressing issues that may arise
  • Foster a culture of learning and continuous improvement, encouraging knowledge-sharing and collaboration among team members.
  • Allocate human resources effectively and efficiently, ensuring that the right people are assigned to the right tasks based on their skills, experience, and availability.
  • Identifying staffing needs, writing job descriptions, conducting interviews, and selecting suitable candidates in coordination with HR.
  • Set performance expectations and standards for team members.
  • Conduct regular (twice yearly) performance reviews and provide constructive feedback to help line-managed team members improve their performance and achieve their potential.
  • Ensure that Manager and relevant staff are doing appraisals with their line reports
  • Mentors and coaches to team members, providing guidance, support, and mentorship to help them grow both personally and professionally.
  • Keep Medair People updated with accurate personal and work-related data, including annual leave and sick days. 

Quality Management/Work:

  • Define and communicate quality standards for project deliverables and processes, ensuring alignment with organizational goals
  •  
  • Create detailed work plans (with the managers) outlining project tasks, timelines, and resource requirements to ensure efficient project execution.
  • Ensure that the whole team is aware of the project targets, the portion of the budget they are responsible for and the timeline to achieve it
  • Regularly monitor project progress against established milestones, objectives, budget and burn rate, identifying any deviations and taking corrective action as needed.
  • Keep Line manager informed of progress, challenges and consult on planned action if significant corrective action is needed.
  • Ensure those managing budgets can review BVA, transaction lists and are applying correct account codes etc
  • Allocate resources effectively, including personnel, finances, and materials, to optimize project performance, cost effectiveness and ensure that project goals are met within budgetary constraints.
  • Implement quality assurance processes to verify that project deliverables meet quality standards and satisfy stakeholder requirements.
  • Carry out regular field visits to monitor the work, team’s approach, AAP work and relationships and ensure managers are doing likewise
  • Ensure compliance with donor requirements in all aspects of project implementation, including financial management, procurement, and reporting.

Communication and Coordination :  

  • Facilitate clear and consistent communication with project stakeholders, including donors, beneficiaries, partners, and team members, to ensure alignment of goals, expectations, and priorities.
  • Establish and maintain regular communication channels with local partners
  • Provide regular updates on project progress, milestones, and challenges to internal and external stakeholders through various communication channels such as meetings, reports, emails, and presentations.
  • Promote knowledge sharing and information dissemination within the project team and across relevant stakeholders to foster transparency, learning, and innovation.
  • Communicate risks, uncertainties, and mitigation strategies to stakeholders in a timely and transparent manner, fostering awareness, preparedness, and trust.

Risk Management :

  • Identify potential risks and uncertainties that may affect project objectives, stakeholders, or the organization as a whole.
  • Analyze identified risks to assess their likelihood and potential impact on the project.
  • Develop risk mitigation strategies and action plans to minimize the likelihood and impact of identified risks.
  • Monitor identified risks throughout the project lifecycle, tracking changes in risk exposure and implementing appropriate control measures as needed.
  • Communicate risk observations upwards to the Senior Leadership Team (SLT)

 

Proposals and Reporting :

  • Lead the development and writing of project proposals in response to funding opportunities from donors, government agencies, or other stakeholders. This involves conducting needs assessments, defining project objectives and activities, developing budgets, and articulating the project's rationale, goals, and expected outcomes and being aware of donor guidelines and accommodating them in the project design

Identify potential partners and collaborators for project implementation, including other NGOs, government agencies, community-based organizations, and private sector entities.

  •  In collaboration with Finance, MEAL , ensure accurate and timely written programme/ project reporting according to Medair, donor and other applicable timeframes and formats.
  •  Ensure maintenance of detailed records of project/programme activities in the field, provide accurate regular reports, statistics, and documented results as needed.

Person Specification:

  • Minimum 5 years of relevant experience.
  • Management experience in a Health context and in developing country.
  • Experience in the NGO sector 
  • Master’s degree in health-related fields is Preferable 
  • Strong working knowledge of written and spoken Arabic. Strong working knowledge of English (written and spoken).
  • Ability to use Office 365 Suite ,Experience working on PHENICS system.Knowledge of data analysis programmes
  • Ability to work effectively with diverse teams, fostering collaboration and synergy among team members to achieve common goals
  • Skill in resolving conflicts and disagreements within the team constructively, promoting understanding and consensus.
  • Proficiency in building and maintaining high-performing teams, nurturing trust, mutual respect, and camaraderie among team members.

  • work condition: Medair operates in a fast-paced, high-demand environment. As an emergency response organization, staff may be required to work extended hours and mobilize on short notice. Our teams are diverse and work across varied community contexts. Daily travel to project sites can take 1–2 hours, and emergency fieldwork is conducted in all weather conditions. The role requires frequent travel to other office locations.
