Summary:
Looking for a manager to help kick-start a new project working on capacity building in selected local partner health facilities and communities, especially the Ministry of Social Development (MoSA) through existing Social Development Centres (SDCs).

Health Project Management
Assist the project manager in the start-up of new health/nutrition projects, specifically supporting the MoSA through existing SDCs.
Assist in the management of the assigned health and nutrition project(s) in order to meet the project objectives within budget and within the allotted time frame and report promptly any operational concerns to line manager and country health and nutrition advisor (e.g. projected failure to meet objectives; increased beneficiary needs; projected over or under spending on project budget).
Support the project manager to provide strong leadership of the assigned health and nutrition project(s), working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local health authorities (where applicable) and local health and nutrition staff.
Contribute to development and implementation of an appropriate and effective health/nutrition strategy including proactive planning for responsible exit in consultation with project manager and regional health and nutrition advisor.
Set clear objectives and indicators for health and nutrition activities in collaboration with the project manager and regional health and nutrition advisor, and where appropriate, with the local communities.
Support the project manager in continuously monitor and supervise health/nutrition activities, evaluating progress through outputs and impacts using both quantitative and qualitative data, and involving the health and nutrition team (and where applicable local health authorities) in analysis and taking appropriate action as needed to ensure continued progress.
Provide input into the integration of beneficiary participation and accountability in all aspects of the project.
Ensure accurate and timely reporting of activities according to Medair, donor and other applicable timeframes and formats.
Develop new proposals, linked to the assessed needs and gaps and the Medair country strategy, in conjunction with the relevant field managers and the regional health and nutrition advisor.
Manage the health/nutrition budget for the assigned project(s) as delegated by the project manager and ensure all expenses are according to budget and meet the Medair standards with regard to financial management, including accountability and good governance.
Staff Management
Line-manage Medair National Health project staff and facilitate management of staff employed in SDCs via MoSA in close coordination with MoSA and the Medair project manager. This includes day-to-day management, development and training, appraisals, etc.
Facilitate regular meetings to assist information sharing between project staff and local partner, to ensure all staff members are aware of project objectives and current work plans and to provide the opportunity for feedback.
Assist the project manager in coaching and technical supervision of local partner staff (especially MoSA) in order to develop ownership and full responsibility for health and nutrition activities.
Assess the training needs of health/nutrition staff and ensure that appropriate training is conducted.
Communication and Coordination
In close coordination with the project manager, develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned health/nutrition team, Medair project manager and advisor, local partner (MoSA) and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships.
Participate in health and nutrition coordination meetings, Medair internal trainings, and other working groups or meetings as required, representing Medair and feeding back to the project manager and health/nutrition staff on relevant issues.
Logistics
Support the logistics activities of health and nutrition staff, particularly in relation to the purchasing of medicines, supplies and equipment for the assigned health and nutrition facilities and activities.
Liaise, as necessary, with the health and nutrition, logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.
Quality Management
Promote and use the Medair intranet and other operating procedures, ensuring that all standardised formats are used and guidelines are followed.
Ensure health and nutrition projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards i.e. Sphere and HAP standards.
Delegated Responsibilities
Implementation of the assigned health/nutrition project(s) within budget and the agreed timeframe in close coordination with the Project Manager.
Management of the health/nutrition budget for the assigned project(s) in agreement with the Project Manager.
Authorisation of expenditure on applicable budget lines as agreed with Project Manager and/or Projects Coordinator.
Line management of assigned health and nutrition staff, including recruitment, performance monitoring, etc.
Management of the technical aspects of the assigned health/nutrition project(s), including staff knowledge and performance.
Representation of Medair at meetings and through relationships with external partners (e.g. community leaders, local and national government officials, UN agencies and other NGOs) in coordination with the project manager and/or projects coordinator.
Person Specification:
Minimum 1 year management experience in a health and nutrition context
Clinical degree or diploma (nurse, midwife or doctor) or Public Health degree (preference for PH degree)
Project Management experience
Aptitude for community mobilisation and capacity building
Experience coaching, mentoring and/ or training staff
Experience working in humanitarian emergency context
Knowledge and experience of primary health care principles and management
Team player with good interpersonal skills
Knowledge of humanitarian principles, Sphere and HAP Standards and other international humanitarian guidelines and protocols
Able to prioritise clearly and delegate effectively
