Health Officer (Clinic and Community)- Zahle

 

The Health officer will be responsible for implementing the daily activities of Medair health clinical and community activities in the field. The health officer is to work under the direct supervision and guidance of the Health Senior officer.

 

  1. Major duties and responsibilities:

 

  • Lead, organize and supervise the assigned teams of the SDCs’ relevant staff and community health volunteers.
  • Assist in formulation of needed health, nutrition and hygiene messages and approaches in consultation with health project staff and the community health volunteers.
  • Build relationships and act as link between Medair, communities, outreach staff and supported SDCs.
  • Support the development and management of a quality health management information system, feeding data into appropriate channels (Medair, MoSA, MoPH and others).
  • Support the setup of an appropriate drug management system in all SDCs in coordination with the health senior officer/manager, including vaccinations.
  • Ensure completion of drug orders timely, organize and update stock inventories.
  • Ensure the availability of drugs for all clinics in close coordination with the Senior health officer
  • Support an appropriate filing system in each SDC.
  • Ensure the completion of the SDC quality indicators.
  • Ensure EPI services are taking place in the supported facilities and health education sessions occur.
  • Ensure that data entry forms and templates are used correctly and data are managed timely and with high quality.
  • Assist in planning and implementation of assessments and surveys as required.
  • Reflect the core values of MEDAIR when interacting with team members, staff, volunteers and beneficiaries.
  • Provide input to the integration of beneficiary participation into all aspects of the health projects.

 

  1. Staff Management

 

  • Line-manage the community volunteers involved in the community health project.
  • Support the senior health officer in the management of staff employed in the supported SDCs.
  • Provide support to assigned SDCs’ staff and community health volunteers including capacity building, supportive technical supervision, and on the job coaching.
  • Assess the training needs and ensure that appropriate training is conducted to relevant staff/volunteers.
  • Assist in facilitation of regular meetings between SDC staff and volunteers in each assigned project area including discussions on how to improve services provided.

 

 

  1. Financial Management:

 

  • Under the supervision of the senior health officer participate in preparing the monthly salaries and bonuses of the staff and volunteers.

 

  1. Logistics:

 

  • Support the logistics activities for the health project as required and delegated by the senior health officer.
  • Liaise, as necessary, with the health and logistics staff to ensure requested items are procured, transported, stored, managed and accounted for correctly.

     

  1. Reporting:

 

  • Provide accurate regular reports, statistics, and documented results and maintain detailed records of the overall health program activities in the field.
  • Submit timely weekly and monthly reports to the health senior officer/manager.
  • Monitor data entry by CHVs/staff and submit timely weekly and monthly reports to the Senior Health Officer.
  • Review facility and community level data from the field.
  • Ensure that all standardized templates and forms are used and guidelines are followed.
  • Contribute to Medair’s monitoring and evaluation activities.
  1. Communication and Coordination:

 

  • In close coordination with the senior health officer, develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned staff, CHVs and other relevant stakeholders (e.g. beneficiaries, community leaders, local municipalities) with the objective of ensuring good cooperation and partnerships.
  • Participate in Medair internal trainings; attend external meetings as delegated by senior health officer/manager, represent Medair and feedback to the relevant staff on relevant issues.
  • Refer to the Health project manager before making any commitment on behalf of Medair whether verbal or written.

 

  1. Delegated Responsibilities:

 

  • Any other tasks as delegated by the Health project manager.

 

PERSON SPECIFICATION:

Clinical/Health degree or diploma (e.g. nurse)

At least 2 years post-qualification medical professional experiencExperience working in humanitarian emergency context

Knowledge and experience of primary health care principles and manage

Experience in community based health programs

knowledge of Microsoft Excel, Word and Outlook, Access & XLS format, Generally Tech Savvy

Primary healthcare experience. Commitment to best practice and ability to problem solve.

Diplomatic and discreet

Able to work under pressure and manage personal stress levels and meet regular deadlines

High numeracy skills
