HR Officer- Beirut

Major Duties and Responsibilities:

1. Human Resources:

1.1. Assisting with the recruitment process:

  • To post job openings
  • To assist in screening and rating of applicants
  • To schedule and set dates for interviews
  • To help in testing the skills and abilities of potential candidates
  • To conduct interviews with the related program staff
  • To verify potential candidates references; and follow up with successful candidates and send regret letters to unsuccessful ones

1.2. Assisting with the new hire process:

  • To open up a new electronic (and paper where necessary) file including all needed documents for newly hired employees
  • To ensure that all benefits and compensations that were offered to employees are delivered
  • To provide guidance and assistance to new employees
  • To evaluate the initial performance of new employees

 1.3. Attendance:

  • To run a weekly attendance report from fingerprint machine or ODK Ap (when remote work modality in place) for all staf.
  • To ensure all Beirut staff data are accurately recorded on the staff plan

2. Training and Development:

  • Works with HR Manager and sector PMs to develop and implement effective tools for staff evaluation /assessment
  • Works with HR Manager to design comprehensive training plan for Medair Lebanon staff
  • Responsible for the coordination, implementation and monitoring of all trainings required by Medair globally, including the 9 CHS Commitments
  • Maintains administrative records to assure that all required training and employee development programs are fully implemented, and standards are met 
  • Coordinate and arrange internal or external trainings based on the specific requests of senior management

3. Compliance:

  • Ensure a clear and transparent paper trail is adhered to for all financial transactions and HR activities and that all filing and archiving is in line with Medair and donor requirements which follows international accounting standards
  • Spot check and verify all HR files of employees are kept up to date, filed securely and scanned periodically
  • Ensure all original and necessary documents are sent to in a timely manner
  • Help to ensure Lebanese Labor law is adhered to in all personnel and HR transactions in the Beirut office

4. Communication

  • Maintain open and frequent communication with the support and program teams
  • Develop and maintain a transparent, honest and supportive relationships with colleagues
  • Translate sensitive documents or interpret for difficult situations, maintaining strict confidentiality at all times
  • Able to “read between the lines” and translate not only word for word, but contextually especially between cultures

5.Delegated Responsibilities

  • Maintenance of accurate records
  • Filing and retrieval staff records
  • Legal compliance of in-country human resources activities in accordance with Medair, donor, national and international requirements
  • Confidentiality of information held on individual staff

PERSON SPECIFICATION:

  • Professional / vocational / technical qualification in HR or management
  • Post-qualification professional or practical experience
  • Minimum 3 years of related experience in HRM with focus on training, preferably in INGO sector
  • Excellent Arabic and English (spoken and written)
  • Computer literate with good working knowledge of Microsoft Excel, Word and Outlook
 
  • Problem solving ability

  • Experience in coaching and training
