Human Resources Officer

Working as an important member of a diverse team who are committed to serve the world’s most vulnerable with practical and compassionate care, the HR Assistant supports many of the admin and HR activities of the programme. On a day-to-day basis the HR Officer carries out a variety of HR and administrative functions required to ensure the human resource needs of the programme are met and that all related policies are carried out and recorded with integrity and in accordance with donor, HQ and field guidelines. Major Duties and Responsibilities Support line managers and Finance and HR Department as required with HR activities in areas such as recruitment, induction, training, appraisals, disciplinary action, interpersonal issues, sensitive translations, etc. Support the Finance and HR team in ensuring all national and international legal requirements relating to employment are adhered to, including contracts, statutory deductions, and record keeping. Work with PSM to collaborate with managers on greater HR strategy and actions to implement it Help to build and maintain an office culture that supports Medair values and accounts for its intercultural reality Promote and use the Medair e-library and other operating procedures, ensuring that all standardised formats are used and guidelines are followed Plan staff inductions and necessary paperwork, training and orientation in conjunction with relevant manager Manage casual labor rotations for all project and support teams, efficiently tracking workers, paying them on time and assuring teams are constantly training up new casual labors for the more skilled tasks on teams. Administration Ensure a clear and transparent paper trail is adhered to for all financial transactions and HR activities and that all filing and archiving is in line with Medair and donor requirements which follows international accounting standards. Spot check and verify all HR files of employees are kept up to date, filed securely and scanned periodically Ensure all original and necessary documents are sent to Beirut office in a timely manner Help to ensure Lebanese Labor law is adhered to in all personnel and HR transactions in the Zahle office Finance and Accounting Gather necessary data from HR/Admin in the field location and finalize inputs for monthly payroll, such as sick and annual leave days, and help finance schedule salary and other related payments as needed. Prepare for and support internal and external admin/HR audits, providing all information required by local legislation, donors, HQ or other bodies. Communication Maintain open and frequent communication, where applicable, with the support team and field management Develop and maintain a transparent, honest and supportive communication structure with colleagues to ensure they are kept informed of base-related activities and requirements Develop and maintain positive relationships with local authorities, other NGOs and any other stakeholders, representing Medair and ensuring good co-operation and partnerships Ensure colleagues are informed of the required finance and HR procedures, and be available to answer any finance and HR related questions and to provide coaching and guidance as necessary Translate sensitive documents and difficult situations, maintaining strict confidentiality at all times Able to “read between the lines” and translate not only word for word, but contextually especially between cultures Remain flexible to assist in other duties or other administrative tasks as required by the Project Support Manager Delegated Responsibilities  Maintenance of accurate and timely accounting records for all financial transactions and HR activities Filing and retrieval of accurate supporting documentation for all financial transactions and HR activities Legal compliance of in-country human resources activities in accordance with Medair, donor, national and international requirements Confidentiality of information held on individual staff Maintenance of accurate and timely accounting records for all HR activities Filing and retrieval of accurate supporting documentation for all HR activities Qualifications/Experience/Compentencies Experience working in an intercultrual team and with a diverse range of backgrounds and personalities Two years' experience in a finance/HR/Admin or management position - preferably with an NGO Excellent Arabic and Enlish, able to translate complex issues and "read between the lines" in discussions  Computer literate with good working knowledge of Microsoft Suite Enjoys a challenge and works hard to achive objectives Team player  Capacity to work under pressure and manage personal stress levels  Able to prioritise work to meet deadlines Creative, open-minded, flexible, self-learner  Problem solving ability competent with administrative tasks Organised and structured Good attention to detail  Knowledge of the humanitarian context
