KEY RESPONSIBILITIES:
- Oversee, further establish and develop shelter, mapping and/or health MEAL systems that promote accountability to affected populations (both Syrians and vulnerable Lebanese), sector quality standards and donor requirements.
- Use MEAL systems to encourage internal and external learning that enhances the quality of Medair’s programming and contributes towards the strengthening of quality of the humanitarian response of other agencies.
- Oversee the effective implementation of Medair’s MEAL Standard Operating Procedure (SOP) and Referrals, Complaints and Response SOP.
- Manage the day-to-day work of the Shelter MEAL team (2 x M&E Assistant – shelter) and/or the Health MEAL team (M&E Officer - health, M&E Assistant – health). Manage the day-to-day work of the (under-establishment) Referrals MEAL team (Protection Mainstreaming and Referrals Officer [tbc], Accountability Assistant – hotline, and Accountability Assistant – referrals). This includes their field data collection and analysis/report writing responsibilities.
- Ensure that all required indicators are collected and reported on through strong organisation and planning of the MEAL teams’ work and the meeting of deadlines.
- Contribute to data analysis, provide feedback, and closely coordinate with MEAL officers.
- Conduct quarterly field visits in coordination with MEAL officers to ensure technical and operational compliance with MEAL systems and methodologies.
- Monitor reports deadlines and support management with the preparation of donor reports to ensure compliance with key programme indicators and objectives.
- Carry out other related tasks, as required.
QUALIFICATION / EXPERIENCE:
- Bachelor degree in relevant discipline
- Computer skills including Excel, SPSS, STATA or other database applications, including strong analysis and written presentation skills
- Familiar with Sphere Standards, Humanitarian and AAP (Accountability to Affected Populations) principles.
At least 5 years related professional experience.
- Experience working in Monitoring and Evaluation roles, ideally at a management level
- Experience designing and conducting surveys.
- Experience managing staff and overseeing teams, including their professional development
- Experience promoting learning for innovation in humanitarian programmes
- Experience with mainstreaming protection in humanitarian programmes
- Excellent written and spoken English
- Clear communicator, skilled in oral and written communication
- Excellent capacity to sensibly respond to beneficiary questions and complaints.
- Excellent interpersonal skills.
- Aptitude for community mobilization and capacity-building.
- Ability to cooperate with a team
Flexible in working hours and willing to work in remote areas.
Ability to facilitate programme and community interactions regardless of ethnicity, status, gender, origin or affiliation.
