MEAL (Monitoring, Evaluation, Accountability and Learning) Manager - Shelter and/or Health, and Protection - Zahle

Note: We may consider a senior Officer level to be trained for a manager level. 

KEY RESPONSIBILITIES:

Programme Oversight 

  • Manage and ensure strong organisation and planning of the day-to-day work of the MEAL team, ensuring timely field data collection, analysis and reporting.  
  • Review monitoring reports of MEAL staff, ensuring that they are ready for external audiences and providing useful coaching and feedback. 
  • Design, organise data collection analyse and write needs assessment and evaluation reports on specific project activities. 
  • Oversee, further establish and develop health, MHPSS, shelter, Basic Assistance and GIS mapping MEAL systems that promote accountability to affected populations, sector quality standards and donor requirements. 
  • Ensure that M&E plans and Indicator Tracking Tables are in place for all projects, with required indicators collected and reported on in a timely and accurate manner.  
  • Monitor project progress on activities and impact to ensure that objectives are met, proposing recommendations and corrective actions as needed. 
  • Oversee the effective implementation of Medair’s MEAL Standard Operating Procedures.  
  • Ensure that all elements of the Project Cycle Management are incorporated into programming, including evidence-based needs assessment and design. 
  • Work with Accountability staff to ensure clear communication between teams and to improve the engagement of community members within Medair’s programmes.

    Quality Management 

  • Develop a learning environment, and ensure that feedback is elicited from communities and is acted upon to improve the quality of programming. 
  • Maintain a focus on Impact and continuous improvement, including organising lessons learned and the development of external papers on context or impact. 
  • Develop and improve the mainstreaming of cross-cutting issues across Medair’s programming, including gender, protection, inclusion, sustainability, local ownership, environment and conflict sensitivity. 
  • Ensure country programmes are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards e.g. Sphere and CHS standards, WHO recommendations, etc. 
  •  

    Operations Management 

  • Together with the MEAL PM, manage the MEAL budget, including the usage of casuals, vehicles and for surveys. 
  • Coordinate with the Information Management team to ensure that IM processes are functioning effectively and are integrated into programme design. 
  • Liaise with the Support team to ensure smooth coordination between the MEAL and finance, administrative, human resource, IM/IT, Communications, Funding and logistics management, ensuring knowledge of and adherence to applicable operational systems, donor requirements and country programme strategy. 
  • Ensure that MEAL staff are incorporating good security procedures into their activities.  
  •  

    Staff Management  

  • Line manage designated MEAL staff, including direct supervision and development.  
  • Develop a successor who has the knowledge, skills and experience to manage the MEAL team. 
  • Ensure that casuals are managed well, with clear communication, training, feedback and equitable opportunities. 
  • Lead, with the MEAL PM, the development of a positive, supportive and encouraging team culture. 
  • Facilitate regular team meetings and develop and build an effective team through a consultative leadership style and a transparent, honest and supportive communication structure. 
  • Develop direct reports to improve their skills, knowledge competence and performance.  
  •  

    Communication  

  • Develop and maintain a transparent, honest and supportive communication structure with colleagues to ensure they are kept informed of support related activities and requirements. 
  • Support MEAL team to have positive and open communication channels, addressing issues in a fair, respectful and effective way.  
  • Develop and maintain positive relationships with community members, local partners, local authorities, other NGOs and any other stakeholders, representing Medair and ensuring good co-operation and partnerships. 
  • Represent Medair at relevant national and local meetings with government officials, UN agencies, contractors, other NGOs, etc., reporting back as applicable to staff, field managers and GSO. 

QUALIFICATION / EXPERIENCE:

  •  University degree in a relevant subject such as Management / Development Studies / Business Administration or in a relevant technical subject.

  • 5-years post-qualification related professional experience. 
  • Experience working in MEAL roles. 
  • At least 1-year post-qualification experience in a complex humanitarian emergency. 
  • Experience designing and conducting surveys, with ODK and Excel knowledge. 
  • Experience managing staff and overseeing teams, including their professional development  
  • Experience promoting learning in humanitarian programmes 
  • Experience with mainstreaming protection in humanitarian programmes and working with vulnerable groups. 
  • Experience working with referrals systems and providing leadership and strategic direction 
  • Able to develop and maintain effective relationships with internal and external stakeholders. 
  • Knowledge of Humanitarian Essentials, Sphere, CHS and other international humanitarian guidelines. 
  • Advanced planning, assessment and analytical skills. Experience in training/mentoring staff. 
  • Coaching and training skills. Good understanding of cross-cultural issues
  • Strong organisational and time management skills. Good numerical and report writing skills.
  • Leadership and management skills; ability to build trust and enforce procedures.
  • Excellent communicator. Problem solving ability. Good inter-personal and conflict resolution skills. 
  • Team-player with good inter-personal skills; committed to team-building.
