Senior IM/ITS Officer (Beirut or Zahle)

Major Duties and Responsibilities:

Information Management Support

  • Coordination with information management team to improve overall organizational data quality and management
  • Support in the design and development of programme specific technology needs
  • Provide support to IM officers in finding efficient solutions for developing IM tools and dashboards as needed for the project cycle
  • Maintain DHIS2 Applications, update and create new tools that support project cycle
  • Provide support to IM officers in creating updating and maintaining dashboards, to ensure that accurate information is shared timely to help decision making
  • Participate in the research, testing, and evaluation of new ICT/IM technology and solutions
  • Develop and implement internal staff trainings on Computer usage, Office, DHIS2, LMMS, ODK, Qlik, etc as needed
  • Research and evaluate new technologies to be used as enhancements or upgrades to existing network, systems and other IT infrastructure equipment or IM Solutions
  • Prepare, maintain, and keep updated IT procedures and documentation related to our processes and platforms operations
  • Support IM manager in creating and updating SOPs related to tools design
  • Support IM officers to regularly report the data generated during projects’ implementation in the required internal and external systems
  • Role coverage for Senior GIS Officer and ITS / IM Manager as required

 

ICT Technical Support

  • General ICT
    • Ensure the basic technology systems are in place and operational
    • Supervise the maintenance of the ICT Helpdesk to support all staff with ICT requests and needs
    • Documentation of all ICT systems, updates, and support decisions and records with file notes
  • ICT Equipment:

Supervise and work closely with the ITS / IM Assistant to:

    • Install, configure, maintain, repair, and trouble shoot all ICT EQ: computers, tablets, phones, printers, routers, UPS, etc..
    • Provide standard specifications for all ICT EQ purchases
    • Support logistics on the repair and diagnostics of ICT EQ including EQ health checklist, damage reports, repair forms, and EQ spot checks
    • Ensure the back-ups of all ICT EQ on a regular basis
  • Software
    • Provide software and system troubleshooting and support
    • Support the helpdesk assistant to install, maintain, troubleshoot, and update operating systems and user applications
    • Proactively schedule software upgrades and patching
    • Maintenance of license records to ICT EQ to ensure proper updating and continuation of service
  • Network
    • Monitor network to ensure network functionality and availability to all system users
    • Liaise with network suppliers as needed to ensure provision of service without interruption
    • Work with helpdesk to Install, maintain, troubleshoot, and repair cabled, wireless and other network infrastructure in all bases
  • User Maintenance. Support the ITS / IM assistant to:
    • Ensure computers are set up ready for new staff
    • Request and setup new user accounts and email accounts
    • Troubleshoot, and repair user accounts and email accounts, assist in resetting passwords
  • Global ITS
    • Support the helpdesk assistant in solving ITS requests for Lebanon
    • Prepare and submit ICT reports as requested to HQ for HQ to understand the country office’s computer environment, needs, IT staff availability and skill levels and future plans
    • Tracking licenses on the admin console of Microsoft O365
    • Manage the access of IT staff to Global ITS Service Desk
    • Giving access to other services

Management

  • Line-manage the IM Officers and the ITS / IM assistants, including day-to-day management, responsibilities and deliverables, regular catch-ups, development and training, appraisals, etc.
  • Set clear expectations and objectives for staff and ensure that they are met, providing all necessary information
  • Facilitate regular meetings to assist information sharing between ITS / IM team and programme teams to meet expectations and deadlines
  • Coordinate resources in-country to support ongoing IT/IM work
  • Provide coaching and technical supervision to staff to build capacity
  • Assess training needs of the team and ensure that appropriate training is conducted
  • Engage in staff capacity building in relevant areas of MHPSS and general professional learnings and skills
  • Assign and track tasks based on need, using JIRA (scrum agile software) to track ongoing work and to ensure collaboration and communication

Communication

  • Work closely with ITS/IM Manager on planning future work and data requirements
  • Communicate with the ITS/IM Manager any problems or technical software updates during project implementation or with information management
  • Communicate with sector teams to ensure that IM requirements meet the required purpose, are timely, and are adapted as appropriate
  • Proactive communication and feedback with other teams, giving timely updates on work progress
  • Encourage conversations to ensure continued learning, and best practices and implementation are taking place

General

  • Travel to subbase offices as required or remotely support
  • Be flexible, willing to assist in other areas of work as relevant and needed
  • Pro-actively work to prevent fraud by working ensuring adherence to Medair guidelines on fraud prevention to improve transparency and to ensure the best use of Medair assets and resources
  • Maintain a transparent, honest, and supportive communication structure with the Medair team, with communities, beneficiaries, and donors

Person Specification:

  • Bachelor degree in Computer Sciences, Telecom or related subjects
  • Familiar with XLS form applications (ODK) and analysis platfors (qlik)
  • Advanced knowledge of computers, smart phones, tablets, routers, printers, servers, and other basic equipment
  • Computer skills including MS Office, MYSQL, or other database applications
  • Derisable: CCNA courses MCSW, or equivalent experience, IT essentials, or comp TIA+ DHIS2, ArcGIS
  • At least 4 years related professional experience, with NGO experience
  • Fluent in english and arabic (written and spoken)
  • Excellently organized
  • Self-motivated, clear communicator, excellent inter-personal skills
  • Ability to cooperate with a team, experience training/mentoring staff
  • Felxible, ability to work under tight deadlines and pressure
  • Honest, reliable, proactive and enthusiastic
