Senior SMC Officer (Based in Beirut with frequent field visits to Mount Lebanon and Bekaa)

Major Duties and Responsibilities:

 

  1. Technical side of the role:

 

  • Plan and oversee the implementation of the relevant project in BML and Bekaa.
  • Monitor collective shelters to identify needs, new arrivals, gaps in service provision, and duplication of efforts at IDP sites.
  • Act as the primary point of contact for Site Management Operations, building and sustaining strong partnerships with government bodies, local authorities, UN agencies, donors, and other relevant stakeholders involved in the project's thematic areas.
  • Support in mapping of services for CS residents and with the accountability team, ensure proper referrals.
  • Coordinate assessments with other sectors in CS, ensuring the privacy of residents. 
  • Supervise psychosocial support team who are tasked with PSS activities (individual and group) in collective shelters
  • Develop a database of focal points, ensuring representation of women and people living with specific needs.
  • Develop tools for the day-to-day work of focal points and train them.
  • Ensure accountability to affected populations within the SMC project cycle, including the establishment and running of community feedback response mechanisms. (CFRM)
  • With the accountability team, map service providers within and outside CS, conduct regular meetings with them.
  • Participate in conducting regular ERNA plus site monitoring in the collective sites, coordinate with site management coordination, protection, and shelter sectors to support in conducting other assessments as needed.
  • Work closely with the MEAL team to set up complaint and feedback systems.
  • Ensure monitoring and reporting into SMC sector logframe and UNHCR indicators.
  • Ensure staff are trained on SMC, are protection sensitive, and have the necessary tools.
  • Represent Medair in all relevant meetings with partners and stakeholders.
  • Act when needed as requestor for the project budget ·
  • Collect and ensure accuracy of PDF payments for incentives, tools, supplies… and send to the programme manager on a timely basis.
  • Support the logistics activities for the assigned activities as delegated by the programme manager.

     2- Staff management:

 

  • Supervise and support assigned staff in their day-to-day activities.
  • Delegate tasks and responsibilities effectively to the assigned team, leveraging the strengths and skills of team members to optimize performance.
  • Identify training and development needs within the assigned staff and develop plans to address them.
  • Foster a culture of learning and continuous improvement, encouraging knowledge-sharing and collaboration among team members.
  • Conduct regular performance reviews and provide constructive feedback to help relevant staff and improve their performance and achieve their potential.

 

     3- Quality Management/Work.

 

  • Implement quality assurance policies, procedures, and standards to ensure that project activities and deliverables meet established quality benchmarks and organizational objectives.
  • Collect, analyze, and synthesize data and information from project activities and stakeholders to identify strengths, weaknesses, and areas for improvement.
  • implement action plans and addressing identified gaps, challenges, and bottlenecks in project implementation.
  • Regularly visit programme sites to ensure that the community are appropriately supported and qualitative and quantitative programme objectives are achieved.
  • Ensure compliance with donor requirements, organizational policies, and industry standards in all aspects of project implementation, including financial management, procurement, and reporting.
  • Ensure timely delivery of a quality programme by developing effective and operational reporting mechanisms.
  • Monitor progress against projects’ log frames and implementation plan.
  • Ensure monitoring and reporting into SMC sector logframe and UNHCR indicators.
  • Ensure appropriate monitoring and evaluation systems are in place and followed by the team.
  • Ensure that all standardised formats are used, and guidelines are followed.
  • Maintain confidentiality in all aspects of clients, staff, and agency information.
  • Ensure that all spaces where activities are implemented meet interagency standards for safe spaces whether mobile or static.

     4- Communication and Coordination:  

 

  • Facilitate effective communication within the organization.
  • Support internal and external meetings, workshops, and training sessions, ensuring participation and engagement from relevant stakeholders.
  • Assist in managing external communications with partners, donors, government agencies, and other stakeholders.
  • Support the development of communication materials such as reports, newsletters, and presentations for external audiences.
  • Participate along with the programme manager in regular follow up internal and external meetings.
  • Represent Medair in coordination meetings and forums in area and be an advocate for safe and dignified living conditions for residents.
  • Build and maintain positive relationship with partners, (I) NGOs, local governance structures, and relevant UN agencies.

 

     5- Risk Management

 

  • Participate in training sessions and workshops to build capacity in risk management principles, tools, and techniques.
  • Contribute to the development of contingency plans and response strategies to address potential crises, emergencies, or unforeseen events.
  • Implement necessary procedures to manage and mitigate risks effectively as planned by the programme manager.
  • Contribute to continuously monitor for new potential threats.
  • Contribute to regular risk assessments and discuss necessary changes.
  • Communicate risk observations upwards to the manager.

     6 - Proposals and Reporting:

 

  • Ensure accurate and timely written reporting according to Medair, donor and other applicable timeframes and

formats.

  • Submit timely weekly and monthly reports to the programme manager and to other needed reporting systems.
  • Provide accurate regular reports, statistics, and documented results and maintain detailed records of the

overall program activities in the field.

  • Review community level data from the field.
  • Contribute to proposal writing, design and draft as requested by the programme Manager.

     7- Security, Safeguarding, and Fraud and corruption:

 

  • Understand that safety and security at Medair is everyone's responsibility.
  • Assist in implementing security protocols, procedures, and contingency plans to ensure the safety and security of staff, beneficiaries, and assets.
  • Contribute to security assessments and risk analyses to identify potential threats and vulnerabilities. Report any suspected breaches of Medair’s Code of Conduct in a timely manner.
  • Support the implementation of safeguarding policies and procedures to prevent and respond to incidents of harassment, abuse, and exploitation.
  • Ensure the systematic prevention of sexual exploitation, abuse, and harassment as well as fraud and corruption through people and process management activities.
