Major Duties and Responsibilities
Project Implementation
- Implement Medair Shelter projects, in accordance with agreed activities such as weatherproofing and fire program in informal settlements, rehabilitation of residential buildings and minor repair of non-residential buildings, upgrading of common areas, cash for rent, on time and on budget.
- Oversee all Shelter field activities in connection with the project(s).
- Work closely with the Shelter Project Manager and other departments (e.g. assessments) to plan and complete project activities.
- Ensure accurate and timely reporting of project activities according to Medair and donor/partner timeframes and formats (e.g. RAIS and activity info).
- Contribute to monthly Shelter sitreps, under the supervision of the Shelter PM.
- Support the Shelter PM to identify new project opportunities within the BML and elsewhere.
- Support the Shelter PM to undertake new/innovate technical Shelter assessments as required.
- Support the Shelter PM in drafting project proposals, reports, and other documents as required.
- Support the integration of beneficiary participation and accountability in all aspects of the projects.
- Make appropriate use of Medair online tools, including e-library, BOX, and reporting tools such as BVAs.
Staff Management
- Line manage the Shelter Officers which includes setting a work plan, monitoring work quality, performing necessary approvals on Medair People (sick leave and vacation, etc), and creating a positive work culture
- Perform the Shelter Officers’ probationary period appraisal (if new employees) and annual appraisal
- Mentor the Shelter Officers in their line management of the Shelter Assistants
- Monitor project progress with shelter team on a regular basis
- Provide coaching and technical supervision for Shelter team in order to build personal and team capacity
- Provide feedback for the appraisals of the Shelter Assistants, along with the Shelter PM
- Identify training needs for the Shelter team and organise training in coordination with HR and the Shelter PM
Financial Management
- Understand the project budget and plan activities accordingly.
- Complete the monthly Cash Needs Forecast for Shelter activities.
- Ensure that all project expenses are agreed by the Shelter PM and raise the necessary paperwork.
- Handle cash as required and ensure that receipts are collected for all expenses.
- Understand and adhere to Medair finance procedures that concern your activities.
Communication and Coordination
- Maintain regular, appropriate, transparent and supportive communication within Medair LBN.
- Foster good working relationships with external stakeholders, including beneficiaries, community leaders, local officials and other humanitarian agencies.
- Participate in coordination meetings and sector working groups in BML, representing Medair.
- Ensure that key project and sector information is shared with the Shelter PM.
- Participate in regular meetings with the Shelter PM and the Project Coordinator.
- Network with other Shelter partners in BML and at the national level to develop new approaches and uncover funding opportunities, in coordination with the Shelter PM.
- Conduct Shelter field visits with donors and other visitors as required.
- Train the Shelter team on standard Medair messaging and ensure that proper messaging takes place in the field.
- Report any issues in the field (e.g. complaints from beneficiaries) to the Shelter PM immediately.
- Ensure that Shelter team members are trained in the field referral process and make referrals as needed.
Logistics
- Prepare procurement plans for each project in coordination with the PM and Logistics Manager.
- Raise Purchase Requests for project items, based on the procurement plan.
- Coordinate with the logistics department to ensure the timely purchase and delivery of materials.
- Support the logistics department with technical Shelter information as needed.
- Be available to inspect samples and items before/after delivery in order to maintain technical Shelter standards.
- Understand and adhere to all Medair logistics procedures that concern your activities.
- Review stock reports on a weekly basis and follow up with Logistics as needed.
- Maintain stock reports for items kept within the Shelter department.
Quality Management
- Read, sign and comply with all Medair’s Code of Ethics policies such as the Prevention of Sexual Exploitation and Sexual Harassment, Child Protection, and the Prevention of Fraud
- Ensure all standardised formats are used and guidelines are followed.
- Work closely with the Information Management (IM) team to ensure that proper IT tools are in place for project implementation and monitoring / evaluation.
- Ensure projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards (e.g. Sphere and HAP standards).
- Support the Shelter PM in the development and implementation of Shelter SOPs.
- Maintain regular communication with the Regional Shelter advisor under the supervision of the Shelter PM.
Personal Specifications:
- Higher level qualification in Project Cycle Management, with emphasis on humanitarian contexts or a related field
- 5 years post-qualification professional experience in a relevant field
- Experience of working in a Shelter programme with a distribution component in a humanitarian context
- Excellent English (spoken and written)
- Fluent Arabic/Ability to translate between English and Arabic
- Computer literate with strong working knowledge of Microsoft Excel, Word, Outlook and AutoCAD
- Passionate about serving the poor/Self-motivated
- Team-player with good inter-personal skills
- Willingness to support others and to share workload
- Aptitude for community mobilisation and capacity-building
- Experience in training / mentoring / coaching staff
- Capacity to work under pressure and manage personal stress levels

Work conditions:This position is based in Zahle in the Bekaa Valley, Lebanon. The position will be 20% field based within Informal Settlements and Substandard Buildings and 80% office based.
