Shelter Officer

PROJECT OVERVIEW: Conflict in Syria has erupted into a full-scale civil war endangering lives in almost every community in the country. Desperate families, caught in the crossfire, are leaving everything behind and fleeing into neighbouring countries. Lebanon, one of these countries, has received a large influx of refugees from Syria.   Medair’s team in Lebanon provides refugee families with essential items and assist with improving tented shelters and poor housing conditions. In addition, Medair complements these Shelter activities with critical NFI distributions and a WASH component, like site planning of informal tented settlements. RESPONSIBILITIES:    Assessment Participate in beneficiary selection. Undertake shelter condition assessments preparing all necessary paperwork. Complete necessary monitoring & evaluation procedures for activities Conduct daily field visits in order to prepare a technical evaluation for the potential units. prepare  the implementation of components intervention Ability to sketch and draw plans for the shelter Maintain and update a data base for each center (including individual and HH details if needed).   Design Oversee the technical design and execution of shelter improvement activities. Manage the assigned shelter projects to meet project objectives Prepare a complete Bill of Quantities (BOQ) for the shelter unit technically evaluated on the field with the definition of items, describing the specifications, the quantity and the quality of materials required (including workers fees, machines renting, transportation fees, other); Daily visit to shelter units assessing the quality and quantity of the work done by the contractor (very good knowledge of materials, specification and prices) Analyze the needs of the beneficiaries in terms of cash for rent assistance and shelter rehabilitation. Manage Field Assistants working on the shelter activities and monitor their work by constantly visiting the areas of intervention and getting feedback when not directly on the field.   Communication Work closely with project manager on planning future work Liaise with local communities on site Assist in translation as needed. Communicate implementation problems or issues to project manager. Participate in weekly project team meetings Develop and maintain positive relationships with local authorities, other NGOs and any other stakeholders, whilst representing Medair and ensuring good co-operation and partnerships Conduct the negotiation of rental-agreements with landlords, Be in daily contact with the Senior Shelter Officer and Shelter manager for the  Construction process, providing  daily, weekly and monthly reports Explain the work for the Contractor on site. Handing over from contractor according to drawings and BOQ.   Reporting Ensure accurate and timely reporting of activities e.g. through weekly and monthly reports Ensure all paper work is accurate and correctly stored Be organized and prepared to provide project manager with project reports when required Prepare the weekly and monthly report for his/her sector of responsibility;   Staff Management Oversee management of assigned shelter assistant staff, including day-to-day management and work planning   Logistics Work within Medair’s recognised procedures for logistics and work with logistics staff to ensure items are procured, transported, stored, managed and accounted for correctly Explain to the logistics officer the technical specificities of the expected materials required. Ensure purchase requests for materials are shared with the support department in a timely manner to enable implementation of the project  Quality & Financial Management Be aware of the potential for loss or fraud in logistical activities and procedures. Pro-actively work to prevent such occurrences by working ensuring adherence to Medair guidelines on fraud prevention with relevant line managers to improve transparency and to ensure the best use of Medair assets and resources Work within Medair’s recognised procedures in the area of finance and quality management   PERSON SPECIFICATION:   2 years post-qualification professional or practical experience, a management experience in a construction context Strong working knowledge of Arabic and English (spoken and written)  computer literate with good working knowledge of Microsoft Excel, Word and Outlook Passionate about serving the poor Self-motivated Team player with good attitde and inter-personal skills. willingness to support others and to share workload Aptitude for capacity-building Experience in training/mentoring/coaching staff Capacityto work under pressure and manage personal stress levels Creative, open-minded, flexible, self-learner Ability to manage project implementation Good numerical, report writing and administration skills Problem solving ability Able to prioritise clearly and oversee multiple tasks Able to consult and lead by example Good understanding of humanitarian work Community engagement and mobilisation Able to take the initiative in project planning ,organisation and execution.  Able to enforce procedures Able to set clear objectives for staff and to delegate
