Shelter Officer "SHEOFFBEK010123" BEKAA

MAIN RESPONSIBILITIES:

Assessment

  • Participate in beneficiary identification and selection.
  • Undertake technical shelter condition assessments preparing all necessary paperwork.
  • Communicate any further assessment needs identified
  • Conduct daily field visits in order to prepare a technical evaluation for the potential units.
  • Sketch and draw plans for the shelter as needed using AutoCAD software.
  • Maintain and update a database for each case (including individual and HH details if needed).

Design

  • Manage the collated data of the assigned shelter projects and interaction.
  • Prepare the technical design and execution of shelter improvement activities.
  • Manage the assigned shelter projects to meet project objectives and delivery timeframes.
  • Ensure quality assurance of material specification and selection and robustness in design and construction
  • Prepare a complete Bill of Quantities (BOQ) for each shelter unit technically evaluated on the field with the definition of items, describing the specifications, the quantity and the quality of materials required (including workers fees, machines renting, transportation fees, other);
  • Daily visit to shelter units assessing the quality and quantity of the work done by the contractor (very good knowledge of materials, specification and prices)
  • Ensure quality assurance of material specification and selection and robustness in design and construction, in compliance with the SSB Guidelines and catalogue.

Communication

  • Liaise with local communities on site, in coordination with the Community Liaison Officer.
  • Assist in translation as needed.
  • Ensure that any issues in project implementation are communicated to the Shelter Manager, for quick follow up and resolution
  • Ensure good quality workmanship, through clear explanation of the intervention to the Contractor on site.

Reporting

  • Ensure accurate and timely reporting of activities e.g. through weekly and monthly reports.
  • Ensure all paperwork is accurate and correctly stored.
  • Prepare the weekly and monthly report for his/her sector of responsibility.

Logistics

  • Work with Medair’s logistics team to ensure items are procured, transported, stored, managed and accounted for according to Medair’s procurement policy
  • Ensure purchase requests (PRs) for materials are written correctly and completely, including technical specifications of materials, and are shared with the logistics department in a timely manner to enable implementation of the project

Staff Management

  • Oversee one or more of the Shelter Assistants which includes setting a daily plan of work, monitoring their work quality, performing necessary approvals on Medair People (sick leave and vacation, etc), and creating a positive work culture
  • Perform the probationary period appraisal and annual appraisal of assigned Shelter Assistants

 

General  Responsibilities 

  • Work within Medair’s operating policies, procedures, and software systems, ensuring the use of standardized formats  
  • File and archive all electronic and paper documents in accordance with Medair (Data Protection) and donor guidelines 
  • Read, sign and comply with all Medair’s Code of Ethics policies such as the Prevention of Sexual Exploitation and Sexual Harassment, Child Protection, and the Prevention of Fraud
  • Work in cooperation with teammates and other departments 

 

PERSON SPECIFICATION:

  • University degree in Architecture, Civil Engineering, Construction Management or similar field
  • Minimum 2 years Post-qualification professional or practical experience. Management experience in a construction context
  • Good working knowledge of geography and culture of the BML region
  • Strong working knowledge of Arabic and English (spoken and written)
  • Computer literate with good working knowledge of Microsoft Excel, Word and Outlook, AutoCAD
  • Enjoys a challenge and works hard to achieve objectives
  • Passionate about serving the poor
  • Self-motivated and Enthusiastic
  • Team-player with good inter-personal skills, willing to share tasks and delegate
  • Encouraging, supportive
