Shelter Officer - South Lebanon

Major Duties and Responsibilities:

 

  1. Technical side of the role

Assessment

  • Assess shelter conditions according to set tools and standards approved by the sector.
  • Participate in developing and modifying the assessment tools for different shelter activities based on the team feedback.
  • Prepare the beneficiary lists for assessment purposes.
  • Participate in beneficiary identification and selection that fits with the project criteria.  
  • Prepare all necessary documents and templates related to shelter activities such as agreements and tracking sheets.
  • Conduct field visits, as needed, in order to prepare a technical evaluation for the potential units.
  • Prepare the drawings for the shelter interventions as needed using AutoCAD software.

 

Design

  • Oversee the technical design and execution of shelter improvement activities.
  • Manage the assigned shelter projects to meet project objectives and delivery timeframes.
  • Provide technical guidance for the shelter team to develop proper designs of shelter activities that fit with the standards.
  • Analyse the collated data of the assigned shelter projects and interaction.
  • Ensure quality assurance of material specification and selection and robustness in design and construction.
  • Prepare the Bill of Quantities (BOQ) for different shelter activities to align with the allocated budget.
  • Follow-up visits to shelter units to ensure the quality and quantity of the work done by the contractor/landlords (very good knowledge of materials, specification and prices).

 

Communication

  • Work closely with shelter project manager to design work plans
  • Liaise with local communities on site
  • Assist in translation as needed
  • Communicate implementation problems or issues to project manager
  • Participate in weekly project team meetings
  • Develop and maintain positive relationships with local authorities, other NGOs and any other stakeholders

 

Reporting

  • Participate in the generation of the interim and final report generation 
  • Ensure accurate and timely reporting of the implemented activities vs. Budget and timeframe e.g. through weekly and monthly reports
  • Undertake analysis of collected data using survey123, ODK, KOBO and other software.
  • Participate in reviewing the MEAL reports related to the implemented activities.

     

     2- Staff Management:

  • Manage assistants and help assistants to manage casual workers and volunteers.
  • Provide training to Assistants and casuals/volunteers when needed.
  • Ensures assistant staff managed remain compliant with internal controls.
  • Seek opportunities for capacity building with the support of line manager.
  • Ensure completion and follow-up of the annual performance appraisal for assistants.
  • Keep HR updated with accurate personal and work-related data, including annual leave and sick days
  • Act as good example for the assistants in the field

 

     3- Quality Management/Work.

 

  • Support /Assist in activities to uphold a high standard of work quality
  • Adhere to internal and external process service requirements
  • Consistently deliver quality work and meet productivity standards
  • Deliver reasonable quantity of work according to objectives set
  • Supervise and monitor the work of Assistants/ Casuals to ensure adherence to quality standards and organisational protocols

 

 

     4- Risk Management (in line with roles and responsibilities per position)

  • Compliant with internal controls and procedures
  • Understand and alert Line Manager of risks and potential risks and/or policy breaches in timely and appropriate manner.

 

     5- Security, Safeguarding, and Preventing Fraud and Corruption:

 

  • Understand and comply with all policies and security procedures
  • Report any suspected or actual breaches of Medair policies and procedures

 

   Additional job responsibilities:  

The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.
