Community Outreach Officer

Main responsibilities:

 

In the framework of the consortium project “Improving mental health and well-being of people living in Lebanon” following a rights’ based approach that encourages right-holders to know and uphold their rights to access quality and appropriate mental health care and substance use treatment, the Community Outreach Officer, will have the following main responsibilities:

 

  • Carry out needs assessment in intervention area.
  • Provide technical guidance and supervision to Community Outreach Volunteers (COVs)
  • Implement project activities and report accordingly
  • Facilitate coordination regarding outreach activities internally and externally

 

Main activities:

 

  1. Carry out needs assessment in intervention area:

 

  • Participate in identifying and assessing communities regarding outreach interventions/activities where MdM will implement activities (North Bekaa).
  • Participate in the assessment of mental health/substance use and in general health needs.
  • Arrange and participate in focus group discussions held by the mental health team.
  • Participate in defining interventions to meet the needs of the community members.
  • Identify community outreach volunteers (COVs).

 

  1. Provide technical guidance and supervision at the field level:

 

  • Supervise the teams of outreach volunteers in North Bekaa.
  • Participate in the design of the COV’s training
  • Organize and Participate in the delivery of the trainings and GBV and mental health and substance use modules.
  • Supervise COVs during the implementation of activities (awareness sessions, group support, etc.) at community level
  • Support the COVs in the process of identification and referral of person with mental health issues and/or substance use issues
  • Conduct annual performance appraisal for COVs.

 

  1.  Implement project activities at community level and with the other MdM’s departments:

 

  • Perform administrative tasks related to outreach activities (prepare payments for outreach volunteers, book and prepare payment for bus transportation, book training venue, issue mission request for refreshments).
  • Set and respect work plan of the project.
  • Coordinate with the mental health team to ensure a smooth referral of people identified with mental health and substance use issues and implement proper care
  • Coordinate with the GBV advisor to ensure a smooth referral of people identified with GBV
  • Collect date and provide report on monthly basis the activities accomplished.
  • Conduct regular monitoring at field level.

 

 

  1. Facilitate coordination regarding outreach activities internally and externally at field level:

 

  • Enhance link between communities and primary healthcare centres in North Bekaa by reinforcing referrals and continuous awareness sessions on services available.
  • Liaise with key actors in north Bekaa areas for referral of identified cases.
  • Attend relevant workshops assigned by line manager.
