Project Management and leadership
- Support the development and update of an coordinated action plan and monitoring at the project level in coordination with the Consortium Steering Committee.
- Present regularly the steering committee members and other governance bodies with key decisions and information such as operational and financial feedback and recommendations
- Lead the development and execution of detailed implementation plans in coordination with the consortium Steering and Operational committees
- Responsible to keep a global overview on efficient use of the financial resources linked to the consortium
- Lead and anticipate the development of contingency plans to allow continuation of the consortium humanitarian response in case of context changes
Coordination
Internal coordination
- Responsible for the coherence of operational approach and programmatic collaborative spirit of the consortium members and for the implementation of efficient coordination and communication mechanisms between consortium team members
- Supervise and assess the achievement of common and specific objectives.
- Propose programmatic and operation adjustments necessary to the project to the members of the Steering Committee, and facilitates the implementation of those changes with the partners’ respective teams.
- Facilitate the technical and operational coordination of the consortium and continuous learning process (through dedicated governance bodies – i.e. Technical Working group, Operational Committee, etc.) in order to reinforce the integration and improve the field response.
- Ensures the efficiency, effectiveness, transparency and participatory nature of the means of coordination implemented between the partners.
External Coordination
- Represent, along with MdM General Coordinator, the consortiums with donors, UN agencies, other humanitarian actors and national authorities.
- Maintains and/or develops a transparent, constructive and trusting relationship with the institutional donor(s) of the project.
- Lead the consortiums’ advocacy strategies aiming at specific changes at policy level and addressing critical gaps in the current response
Grant management
- Lead the overall programmatic, logistic and financial management of the grant agreement of consortiums, ensure that donor’s contractual obligations are met in terms of project deliverables by the different partners and that the activities are implemented according to the approved donor and partnership agreement;
- Lead the contractual reporting (as per reporting schedule agreed by all consortium members, collect / consolidate narrative reports from all consortium members) and the preparation of documentation for any projects modifications, including budget revisions, amendments or extensions and that such changes are made in close consultation with the consortium partners;
- Lead the identification of risks and obstacles and definition of remedial actions with agreement of consortium members
- Lead the progress field monitoring of activities implementation and the organization of regular lessons learnt workshops to improve the approach and mechanisms in place
Monitoring, Evaluation, Accountability and Learning
- Lead the elaboration, implementation and review of effective MEAL plans.
- Responsible (with the support of MEAL department) for relevance and quality of reports, analysis, maps and recommendations produced

Those working for this independent organization do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.
MdM currently works in more than 28 countries across all continents where it focuses on 5 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts and health & environment
MdM has been working in Lebanon for nearly 30 years and specifically on the response to the Syrian crisis since 2012. The goal of MdM in Lebanon is to offer care to Syrian refugees and vulnerable Lebanese affected by this crisis. MdM’s intervention in Lebanon aims to strengthen the national health and mental health system and increase access to quality primary and mental healthcare. MdM primary healthcare services are provided through 3 partners in 3 primary healthcare centers (PHCCs) in the Bekaa Valley.
MdM is working in the integration of mental health in the primary healthcare system and contributing to the development of a community-based mental healthcare services, opening and running community mental health centers (CMHC), in coordination with partners for the substance use and gender components.
MdM’s activities are based in Beirut, Bekaa Valley and Tripoli.
To implement and monitor the activities, the mission in Lebanon has been set up with a team of about 50 people managed by a General Coordinator and a coordination team. Under the direct management of the General Coordinator the Consortium Manager oversees the development, implementation and monitoring MdM Lebanon consortium project (funded by AFD) of which MdM is the lead organization. He/she facilitates the governance of the consortium, ensures links between the partners, the institutional donors of the project and other stakeholders. He/She is – with the Steering Committee – the safeguard of the strategic orientation of the project,its consistency and its compliance with MdM procedures and AFD.

- 3 years of project management experience (planning, monitoring, evaluation) in humanitarian context
- Post-graduate degree in social/political sciences, public health, mental health degree or in a humanitarian assistance related field
- Experience in implementing projects within partner networks or consortia;
- Experience in managing a consortium of health project in particular mental health and/or substance use is a plus.
- Experience in monitoring and evaluation of complex projects.
- Experience in organizational representation, coordination and liaison.
- Strong experience in reporting on complex projects to international donors.
- Experience in the Middle East would be a strong asset
- Ability to work under high pressure
