Field Coordinator-Bekaa

MAIN RESPONSIBILITIES:

The field coordinator is responsible for the overall efficient management of MdM intervention strategy development and operations implementation in the Bekaa, Baalbek and Hermel Governorates of Lebanon.

He/She is responsible to ensure deployment of MdM frameworks, policies and procedures through the close collaboration between the programs, support services and access departments as well as good team spirit.

S/he will ensure smooth implementation of each projects in Bekaa, Baalbek and Hermel Governorate, according to MdM projects proposal including budget monitoring of activities, efficient use of mobilized resources, pro active coordination with other NGOs, government bodies and any other relevant stakeholders

S/he will ensure MdM Beneficiaries, team and assets security and safety and compliance with security regulations for the staff under her/his own responsibility.

He/She will be responsible for proposing adapted humanitarian access strategy and risks management framework in close coordination with MdM General coordinator and MdM humanitarian access and risks management team at both mission and HQ level.

S/he will assess continuously the humanitarian and context situation in her/his geographic area of responsibilities and timely inform the General Coordinator on any variation regarding humanitarian needs, gaps and access to adapt accordingly MdM strategy and operations implementation

Due the context development and the rapid development of the humanitarian landscape the volatile dynamic, the field Ccoordinator is expected to manage complex emergency situations, developing comprehensive plans in close coordination with MdM country coordination team, and organizing and communicating with diverse groups to facilitate MdM intervention in the area.

WORKING RELATIONSHIPS:

Hierarchical link: General coordinator

Team under his/her direct supervision: Health Program Manager, Services Support Supervisor, Field MEAL Officer, Sub-base manager

Close collaboration: country coordination team based in Beirut, especially the Deputy General Coordinator in charge of Programs and theDeputy General coordinator in charge of Support services, as well as the humanitarian access and risks Officer. .

MISSIONS:

  1. Base Management
  • Ensure adequate information flow within the different departments (program, admin / fin, logistic)
  • Oversee and coordinate the general functioning of the base, and all departments
  • Create/maintain a “team spirit” within the different departments and amongst the staff
  1.  Program implementation and management
  • Responsible for the timely and quality completion of the project activities/tasks as per workplan
  • Assess continuously the needs & adjust the programmes to the needs in collaboration with the Coordination team including the Deputy General Coordinator in charge of Programs
  • Ensure data collection, reporting and analysis are done as per deadline and supporting reorientation of intervention if and when necessary
  • Facilitate learning activities in collaboration with the MEAL Coordinator and other technical Coordinators
  • Contribute to the definition / revision of MdM Lebanon strategy by providing inputs for Bekaa, Baalbek and Hermel governorates, draw up scenarios and proposals, and support the budget creation/revision for future/new activities in collaboration with the coordination team and relevant departments.
  • Support the identification of program risks and mitigation measures;
  • Contribute to define the project needs and MdM response including with acute attention to Emergency Response within the Bekaa, Baalbek and Hermel Governorates.
  • Perform regular field visits to area of implementation
  1. Logistics/Finance/Administration
  • Ensure familiarity with donor compliance issues, ensuring all projects implementation in compliance with MdM procedures and donors’ guidelines
  • Ensure appropriate administrative, financial and logistical MdM systems/procedures are in place (with the support of Support Services Coordination team), maintained and adhered to so that all support functions are carried out effectively and efficiently
  • Ensure regular communications are maintained between the different departments and act as a mediator when necessary.
  • Supervise the field procurement, stock, premises and fleet management managed by the Logistics Supervisor at base level with the support of the Logistics and Finance departments
  • Responsible for accurate budget control and oversee the financial management of the Administrative Supervisor at the project site in line with project proposals
  • Ensure, in coordination with the Support Services Coordinator and Finance Manager that financial needs are well planned according to the activities workplan
  • Ensure proper implementation, training and information about complaint and feedback mechanism.
  1.  Human Resource Management
  • Participate to determine the HR setup adaptation to ensure proper operations implementation. Coordinate and participate actively to recruitment process of his/her team according to MdM framework and policies
  • Manage his/her member according the MdM procedure and tools (information, setting objectives, monitoring activities, managing leave, recruitment, discipline, security, training, skills management) In charge of recruitment of staff under his/her direct management. Contribute to other recruitments at the field base level when relevant.
  • Responsible for the disciplinary and grievance procedures of the team under his/her line management
  • Responsible of all HR administrative tasks (salary, absence follow up, training) managed by the Administrative Supervisor and ensure that administrative supervisor implement MdM rules and regulations in line with Lebanese Labour Law. 
  • Maintain good inter-team communications, engender good team dynamics, and take suitable action when problems occur.
  • Support team members professionally and monitor and support stress management, including regular documented team meetings for planning and reporting purposes.
  • Carry out performance review as per MdM standard requirements and procedures.
  • Ensure all new team members are adequately briefed on arrival in the field and departing team members are debriefed, including awareness on PSEA.
  • Responsible for capacity building and training of personnel in collaboration with all technical coordinators
  1.  Representation
  • Carry out representation with all relevant stakeholders other NGOs including the LHIF Bekaa, UN agencies, local and national government bodies, traditional authorities, donors and other relevant parties at field level.
  • Participate on a regular basis in all relevant meetings and be collaborative and build a strong relationship with all partners working in the area.
  • When relevant and with the General Coordinator’s approval, represent MdM to donors, authorities, NGOs and other parties as necessary.
  1.  Safety and Security Management
  • Ensure team security and safety in collaboration with the coordination team.
  • Proactively monitor the context situation (including in the project areas and update the General Coordinator accordingly.
  • Ensure that appropriate security guidelines are developed, communicated, adhered to, and regularly reviewed with the General Coordinator accordingly.
  • Ensure timely and accurate security / incident reports are sent to the General Coordinator.
  1.  Meetings, coordination and reporting
  • Implement on monthly basis a field coordination meeting
  • Participate in general coordination meetings, every 2 weeks
  • Elaborate coordination report with the coordination team.
  • Ensure regular contact with General Coordinator.
  • Participate to proposals & reports to donors.

CONTEXT:

For more than 40 years, Médecins du Monde, a campaigning medical organization committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.

Those working for this independent organization do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. 

MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

 

In Lebanon, MdM has been implementing different programs aiming at strengthening the public health system, while focusing on mental health and psychosocial support. MdM is working in the integration of mental health in the primary healthcare system and contributing to the development of community-based mental healthcare services, opening and running community mental health centers. Activities are based in Beirut, Bekaa Valley and Tripoli. MdM is also expecting to expend its activities at primary health care level, especially on sexual and reproductive health and right including gender-based violence, as access to health care has been deteriorating for all populations living in Lebanon (refugees and nationals) since the beginning of the economic and financial crisis in 2019.

MdM has been operating in Bekaa/Baalbeck-Hermel for years. Security context has significantly changed starting February 2024, deteriorating progressively, pushing the organization to reframe its intervention. While continuing the support to the MoPH and the work on provision of MHPSS specialized services, MdM is developing an emergency response in order to better answer the need of populations living in in this area and impacted by the crisis. The emergency response has been starting on October, developing support providing to PHCCs through different ways, assessing news needs. This response needs to keep on being developed while continuously analysis needs, developing strong collaborations and timely monitoring the context evolution.

SKILLS REQUIRED:

Education & Experience

  • University degree in social or political sciences, social communication, health promotion or related studies
  • Desirable degree in Project Management or HR Management
  • Experience with a NGO working, preferably within the health sector for at least 5 years
  • Previous experience of project planning and budget holding; proposal and report writing. 
  • Knowledge and understanding of project management tools (Logical Framework analysis, project cycle management, objectives and indicators etc.).
  • Experience in managing humanitarian access and risks in volatile context
  • Experience of MENA context and working in Lebanon is desirable
