MAIN RESPONSIBILITIES:
The field coordinator is responsible for the overall management of MdM programs in the North Governorate of Lebanon and ensure close collaboration between the programs and support services departments and good team spirit.
S/he will ensure smooth implementation of the projects in North Governorate, according to projects proposal including budget monitoring of activities, coordination with other NGOs and government bodies.
S/he will ensure the team security and safety and compliance with security regulations for the staff under her/his own responsibility.
S/he will assess continuously the humanitarian and access / security situation in the field and timely inform the General Coordinator.
MISSIONS:
Base Management
Ensure adequate information flow within the different departments (program, admin / fin, logistic)
Oversee and coordinate the general functioning of the base, and all departments
Create/maintain a “team spirit” within the different departments and amongst the staff
Program implementation and management
Responsible for the timely and quality completion of the project activities/tasks as per workplan
Assess continuously the needs & adjust the programmes to the needs in collaboration with the Coordination team including the Deputy General Coordinator in charge of Programs
Ensure data collection and reporting are done as per deadline
Facilitate learning activities in collaboration with the MEAL Coordinator and other technical Coordinators
Contribute to the definition / revision of MdM Lebanon strategy by providing inputs for North governorate, draw up scenarios and proposals, and support the budget creation/revision for future/new activities in collaboration with the coordination team and relevant departments.
Support the identification of program risks and mitigation measures;
Contribute to define the project needs and response including the Emergency Response Mechanism within the North
Participate in defining effective and culturally appropriate approaches and interventions on the community level in collaboration with the technical coordinators.
Ensure that health analysis and proposition of intervention are relevant to the MdM’s overall strategy in collaboration with the technical coordinators.
Contribute to proposal writing in collaboration with other contributors
Conducts regular field visits to assess program quality and progress toward objectives, facilitates collective problem solving with staff and other stakeholders to address challenges and propose recommendations for improvement
Logistics/Finance/Administration
Ensure familiarity with donor compliance issues, ensuring all projects implementation in compliance with MdM procedures and donors’ guidelines
Ensure appropriate administrative, financial and logistical MdM systems/procedures are in place (with the support of Support Services Coordination team), maintained and adhered to so that all support functions are carried out effectively and efficiently
Ensure logistical needs of the base are met based on MdM systems/procedures and in coordination with Support Services Coordination team
Ensure regular communications are maintained between the different departments and act as a mediator when necessary.
Responsible for accurate budget control and overall responsibility for financial management at the project site in line with project proposals
Ensure, in coordination with the Support Services Coordinator and Finance Manager that financial needs are well planned according to the activities workplan
Ensure proper implementation, training and information about complaint and feedback mechanism.
Human Resource Management
To be responsible for creation of a healthy work environment
In charge of recruitment of staff under his/her direct management. Contribute to other recruitments at the field base level when relevant.
Responsible for the disciplinary and grievance procedures of the team under his/her line management
Maintain good inter-team communications, engender good team dynamics, and take suitable action when problems occur.
Support team members professionally and monitor and support stress management, including regular documented team meetings for planning and reporting purposes.
Carry out performance review as per MdM standard requirements and procedures.
Ensure all new team members are adequately briefed on arrival in the field and departing team members are debriefed, including awareness on PSEA.
Responsible for capacity building and training of personnel in collaboration with all technical coordinators
Representation
Carry out representation with other NGOs including the LHIF North, UN agencies, local and national government bodies, traditional authorities, donors and other relevant parties at field level.
Participate on a regular basis in all relevant meetings and be collaborative and build a strong relationship with all partners working in the area.
When relevant and with the General Coordinator’s approval, represent MdM to donors, authorities, NGOs and other parties as necessary.
Safety and Security Management
Ensure team and visitors security and safety in collaboration with the coordination team.
Proactively monitor the humanitarian access, as well as context situation in the project areas and update the General Coordinator accordingly.
Ensure that appropriate security guidelines are developed, communicated, adhered to, and regularly reviewed with the General Coordinator accordingly.
Ensure timely and accurate security / incident reports are sent to the General Coordinator.
Meetings, coordination and reporting
Implement on regular basis a field coordination meeting
Participate in general coordination meetings,
Elaborate coordination report with the coordination team.
Ensure regular contact with General Coordinator, Deputy General coordinators in charge of program and support
Participate to proposals & reports to donors.

CONTEXT:
For more than 40 years, Médecins du Monde, a campaigning medical organization committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.
Those working for this independent organization do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.
MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.
Since September 23, 2024, widespread airstrikes across southern Lebanon, the Bekaa Valley, and the southern suburbs of Beirut and Tripoli have caused significant internal displacement. Over 1.2 million people have moved to safer regions like Beirut, Bekaa, Baalback-Hermel, and North Lebanon. This influx has overwhelmed already impoverished areas, leading to overcrowded shelters and increased vulnerability due to poor hygiene and the risk of disease outbreaks.
Health infrastructure is struggling to cope with the increased demand, exacerbated by Lebanon’s ongoing financial crisis. Primary Health Care Centers are overwhelmed, and there is a shortage of medication for chronic diseases. Pharmacies face difficulties stocking necessary medications, and many displaced individuals cannot afford them.
The conflict has also led to a rise in gender-based violence and mental health issues, particularly among women and children while increasing the risk of tension between communities. A coordinated humanitarian response is crucial to address these challenges.
MdM (Médecins du Monde) has been active in Lebanon since the 1990s, addressing various humanitarian and health crises. Since the Syrian conflict in 2011, MdM has focused on providing healthcare services to Syrian refugees and vulnerable Lebanese communities, particularly in Baalbeck-Hermel and Tripoli.
Currently, MdM runs several projects across Lebanon, funded by donors like AFD, ECHO, FRB, and CDCS.
In Beirut, MdM is active to support mental health and Sexual and reproductive health with both local organization as well as health authorities and infrastructure including a presence in Rafik Hariri University Hospital (RHUH)
In Tripoli, MdM has increased the capacity of PHCCs on MHPSS and opened a Community Mental Health and Substance Use Center in Al Rahma Hospital in 2022. They also support Al Rahma PHCC to enhance access to affordable Primary Health Care services.
In Baalbeck-Hermel, MdM provides primary health care services through a PHCC, a Mobile Medical Unit, and a Rapid Response Team. They address healthcare gaps left by the withdrawal of key INGOs like MSF. MdM supports 3 PHCCs in West Beqaa to deliver quality primary health care and adapt services to emergency responses.
MdM’s long-standing presence and partnerships in Beirut, Tripoli and Baalbeck-Hermel enable it to play a key role in the health response, delivering life-saving services to IDPs, refugees and host communities despite growing challenges.
Apart from its regular activities, MdM has started to implement emergency response in Beirut, Tripoli and Beqaa. Indeed, MdM has experience in responding to emergencies; and has participated in the COVID-19 response in Beirut, the Beirut-port blast in 2020. MdM has also deployed rapid response team in the Beqaa and North to respond to Cholera and other outbreaks, and still support a mobile medical unit deployed in the remote ITSs of Hermel through a partnership with a local PHCC.
SKILLS REQUIRED:
Education & Experience
University degree in social or political sciences, social communication, health promotion or related studies
Desirable degree in Project Management or HR Management
Experience with a NGO working, preferably within the health sector for at least 5 years
Previous experience of project planning and budget holding; proposal and report writing.
Knowledge and understanding of project management tools (Logical Framework analysis, project cycle management, objectives and indicators etc.).
Experience in security management at the field site level.
