Main responsibilities:
- all day-to-day financial, budgetary, and cash operations supervision
- produce monthly budget follow up, financial report and donor budgets
- ensure control and approval of project partner’s financial reports/claims
- proper maintenance of financial records and administration of a comprehensive set of controls and budgets designed to mitigate risk
- ensure timely and accurate donor reporting and ensure that reported results adhere to grants management standards and specific donors’ requirements, and result in flawless audits.
Main responsibilities and activities of the Finance Manager can change according to the organization of the work and to the composition of the team.
- Financial Responsibilities and Budget Management:
- Ensure project financial reports for donors and partners are prepared according to donors’ requirements; submit reports to the Support Services Coordinator and to the HQ for final review and approval
- Ensure monthly accounts are reviewed and variances are acted on by budget holders; report to the Support Services Coordinator on the variances and advise on corrective actions that will be taken
- Prepare monthly budget follow up and ensure fair costs allocation among the donors
- Prepare annual budgets and supervise monthly cash flow projections for the Mission
- Prepare Budget proposals in collaboration with other departments and submit it to the Support Service Coordinator and HQ for final review and approval.
- Ensure that partners’ financial reports are reviewed and ensure strict adherence to Partnership Agreements, Donors’ regulations and Lebanese laws
- Oversee month-end accounts closing procedures, including overhead and project costs allocations, account reconciliations, and funding plan
- Coordinate with Finance Supervisor ensuring orderly accounting in SAGA accounting system
- Supervise the preparation of the draft financial statements and all tax returns
- Assist the Support Service Coordinator in preparation in financial SoPs, financial guidelines and other rules and regulations development.
- Lead on the Bank management with the support of the Finance Supervisor: exchange rate, fees, staff personal bank accounts
- Legal, security and Risk Management
- Coordinate and support audit exercise to complete required statutory audits in a timely manner
- Regularly follow-up on all legal contracts with partners to ensure Mission’s financial commitments are met
- Ensure, in conjunction with Support Services Coordinator, compliance with all local legal requirements, all taxes, social contributions and insurance
- Identify and assess risks facing the Mission and develop mitigation strategies along with the Support Service Coordinator and General Coordinator
- Internal Reporting Responsibilities:
- Suggest improvements in processes to increase organizational effectiveness
- Act as the focal point for queries between departmental managers and the finance department
- If required, participate at finance meetings with other INGOs.
- Contribute to monthly SITREP with relevant updates and essential information
- Human Resources:
- HR Management of the Finance Supervisor, Partnership Finance Supervisor (until further HR re-organization) and one Administrative Assistant (indirectly)
- Plan annual leave of Finance staff to ensure availability of sufficient resources at all times
- Follow up Finance Staff leaves and department’s planning
- Carry out annual performance appraisals for Finance staff under his/her supervision
- Train and coach the 2 finance supervisors in budget management, forecasting, budget controls and reporting
- Other Responsibilities:
- Ensure translation of financial documents
- Perform any other additional duty as requested by supervisor

Requested Competence/Skills/Profile
- Bachelors level qualification in Finance, Economics or Business
- At least 5 years of relevant experience
- Experience of managing staff
- Experience with NGO highly desired
- Leadership skills with the ability to lead and motivate a team
- Excellent interpersonal and negotiation skills
- Ability to act as part of a multi-cultural and multi-disciplinary team
- Ability to organize and prioritize workload, using initiative when appropriate
- Ability to cope with stress, work under pressure often to strict deadlines
- Flexibility, adaptability, and patience
- Ability to motivate and develop skills of others
- Analytical and problem-solving skills
- Ability to assess problems and recommend solutions
- Proficient knowledge English and Arabic (both verbal and written)

- Very good computer skills on MS Office programs, with excellent skills of MS Excel
- Clear understanding of donor compliance and traceability is essential
