Main objective: Under the direct supervision of the Program Manager, the Health Monitoring Officer is responsible for the supervision and monitoring of the Primary Health Care Centers (PHCC) and the attached Primary Health Care Center Satellite Unit (PSU), selected by MdM, on the administrative, managerial part and very specific medical aspects that ensure the quality of health care provided at the PHCC for the smooth implementation of the Long term Primary Healthcare Subsidization Protocol (LPSP) .and emergency activities.
Additionally, the Officer will be responsible for monitoring, gathering information, data and reporting on the beneficiaries’ health status.

Main responsibilities and activities of the Health and Monitoring Officer can change according to the organization of the work and to the composition of the team.
Main activities:
1. Support effective provision of essential package of PHC services through the PHCC and PSU
- Responsible to ensure quality primary health care service provision by the PHCC and PSU through the implementation of the Long-Term Primary Healthcare Subsidization Protocol
- Responsible to ensure validation by case of the specific laboratory and imaging test requested by physicians (General Physicians, Gyn/Obst, Pediatricians)
- Monitoring the correct implementation of the internal referral system or follow up
- In charge of field level monitoring of the activities of the partner health structures, including: data collection (Phenics), invoices, use of allocated funds, staff attendance, facilities opening hours, consultations timing, etc.
- Responsible of provision of all related documentation requested as administrative procedures as described in the Memorandum of Understanding between PHCC and MdM.
- Keep close collaboration with the Program Manager and Medical Advisor regarding complaints or medical requests received from physicians on utilization of laboratory and imaging tests.
- Maintain very close collaboration with the MdM Pharmacy Advisor and PHCC Pharmacist on the smooth development of activities in the pharmacy (including stock management, training on Phenix, etc).
- Coordinate with MdM Case Managers and Psychotherapist on the Mental health integration and inclusion component of the project.
- Lead the dissemination of the information on the referral system and its procedures to the health facilities
- Support and monitor referrals (internal and external) pathway between the PHC,PSU,the community and other actors on health and non-health matters
- Support the PHCC in the running of its feedback and complaint mechanism
- Coordinate with the PHCC Director any activity to take place as health campaign, distribution of kits to pregnant and lactating women among others, be sure to coordinate with Medical Coordinator and Program Manager
- Provide feedback to the PHCC Director about opportunities to improve the services provision and keep up to standards.
- Promote that every staff follow their tasks accordingly to their job descriptions.
- Coordinate with the PHCC staff round table discussions on work follow up
- In coordination with MEAL Department, lead health-related assessments of the beneficiaries’ needs, impact survey.
- Conduct technical assessment using specific formats.
2. Follow-up on MdM supported activities
- Support the PHCC in designing and implementing community activities such as: health and mental health campaigns, and liaise with the Community Outreach Officer/Supervisor on health awareness activities outside PHCC (recommend priority topics, disseminate changes in the services etc) and community mobilization events
- Participate in establishing/improving referral system for secondary and specialized services to ensure timely referrals for emergency care
3. Supervision / Capacity building
- In collaboration with Program Manager and Medical Coordinator, Identify the training needs of medical staff, develop training material, conduct trainings, follow up and pre-post test; with the focus on service provision especially SRH and IPAC measures.
- Support integration and implementation of SRH, GBV, mental health in the PHCC staff practice (including respectful and compassionate care, and safe identification and referral) through capacity building based on needs
- Support the PHCC in the implementation of their quality improvement plans with coordination with MdM Quality Officer
- Evaluate patient flow, nursing procedures, and medical record documentation in the center
- Provide technical guidance to the data entry clerk in the PHCC and PSU in coordination with MdM MEAL officer
- Provides supervision and the technical support to the PHCC/PSU team on their daily activities and ensure effective and efficient implementation of the service packages given to patients:
1-On-the-job training of the PHCC/PSU staff
2-Answer any technical issues/questions from the PHCC/PSU team related to PHC prevention and response activities
- Support PHCC/PSU in adapting procedures and services to respond to outbreaks and emergencies
- Update oneself on current global standard in PHC and to share this with the PHCC team through in-house lecture sessions, and attend trainings, if requested by MdM
4. Monitoring and reporting
- Provide support to the PHCC/PSU team at field level in understanding and analysis of performance indicators.
- Provide analysis of PHCC/PSU indicators in monthly reports to the Program Manager, detailing activities done, supervision, training given, assessments undertaken, etc.
- Contribute to monitoring information outputs (i.e. monthly Monitoring Dashboard)
- Coordinate closely with MEAL team to ensure proper data entry on Phenics (national health information system) in comparison with medical records
- Collect data, indicators, surveys and assessments according to the mission’s needs, as requested by the Program Manager.
- Monitor consultation trends, challenges and areas of improvement, and report action plans to program manager.
- Regularly exchange with service users to capture satisfaction, challenges and recommendations, and immediately inform line manager of major barriers to access services or discrimination in service delivery
- Actively promote a learning culture among the PHCC team
- Follow up on the financial aspects through preparing weekly and monthly the financial reports supported by good documentation.
- Report immediately any suspect case of fraud to MdM
- Collect all the data concerning the referral system, epidemiological surveillance and procedures.
- Provide bi-weekly and monthly summary of activities to Program Manager
5. Others
- Attend technical team meetings and coordination team meetings, as requested
- Collaborate and participate, in any field survey, data collection and/or needs assessment organized by MDM in relation to health and mental health
- Ensure MdM and Donor visibility is clearly displayed in the PHCC
- Perform other additional duties on request of the Program Manager

Requested Competence/Skills/Profile
- University degree (BA)
- Degree in medical fields: nursing, midwife, pharmacist, medical lab (mandatory)
- Experience in quantitative and qualitative data collection, implementation and analysis
- Experience in working with Phenics, preferred
- Good knowledge of the public health sector in Lebanon, in particular in primary health care
- Good computer skills (Microsoft Word and Excel mandatory)
- Strong communication skills (verbal and written)
- Ability to seek, collect, clean and critically analyse data and information needed to achieve the tasks
- Professional proficiency in Arabic and English is mandatory
- Good communication skills (oral and written)
- Experience working with NGOs
- Ability to cope with difficult security context
- Ability to travel daily to PHCC
