CONTEXT

 

For more than 30 years, Médecins du Monde, a campaigning medical organization committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. MdM currently works in 38 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

 

 

MAIN RESPONSIBILITIES

Under the direct supervision of the Program Manager, the Health monitoring officer/field officer implements and follows up MdM’s interventions for Syrian refugees and vulnerable Lebanese in Qaa and Macharih Al Qaa. More specifically:

  • Follow-up of MdM's supported activities
  • Supervision / Capacity building
  • Monitoring and reporting

 

TASKS DESCRIPTION:

 

Follow-up on MdM supported activities

  • Ensure that all the PHC activities in the center and through the medical mobile unit meet national/WHO and MdM standards as per protocols and guidelines.
  • Ensure the accuracy of the data and analysis in the health facility supported by MdM. Report results to line manager.
  • Provide inputs to Program Manager to ensure that the different components of the PHCC activities are consistent and in link with the health needs of the population
  • Participate in the creation of health promotion material and sessions on PHC services and any other sensitization campaigns in the center and through the medical mobile unit.
  • In Link with Program Manager, propose any implementation of medical protocols, in link with the national ones, update it if necessary, and ensure that the PHCC team are following it
  • Participate in establishing/improving referral system for secondary and specialized services.
  • Collaborate and participate, in any field survey, data collection and/or needs assessment organized by MDM in relation to health

 

Supervision / Capacity building

  • Identify the training needs of medical staff, develop training material, conduct trainings , follow up and evaluations; with the focus on service provision especially SRH and IPAC measures.
  • Evaluate the quality of consultations by assessing patient flow, nursing procedures, and medical record documentation in the center and through the medical mobile unit.
  • Provides supervision and the technical support to the to the PHCC team on their daily activities and ensure effective and efficient implementation of the service packages given to patients :
  • On-the-job training of the PHCC staff
  • Answer any technical issues/questions from the PHCC team related to PHC prevention and response activities
  • Update oneself on current global standard in PHC and to share this with the PHCC team through in-house lecture sessions, and attend trainings, if requested by MdM

 

Monitoring and reporting

 

  • Provide support to the PHCC team at field level in understanding and analysis of performance indicators.
  • Provide analysis of PHC indicators in monthly report to the Program Manager, detailing activities done, supervision, training given, assessments undertaken, etc.
  • Contribute to monitoring information outputs (i.e. monthly Monitoring Dashboard)
  • Ensure proper data entry on phenics (national health information system) in comparison with medical records and share information with data manager.
  • Collect data, indicators, surveys and assessments according to the mission’s needs, as requested by the Program Manager, and input on a joint analysis.
  • Monitor consultation trends, challenges and areas of improvement, and report action plans to program manager.
  • Provide bi-weekly and monthly summary of activities to Program Manager
  • Coordinate closely with Data manager to ensure quality program information are documented and regularly entered in Monitool.
  • Actively promote a learning culture among the PHCC team
  • Contribute to adequate archiving and dissemination of lessons learned

 

Others

  • Attend technical team meetings and coordination team meetings, as requested
  • Upon request, participate in field survey/assessment and report writing
  • Be flexible in performing his/her duties to ensure that beneficiaries are getting good quality services, perform other additional duties on request of the Program Manager
  • To inform immediately security focal point in the case of any security problem

Requested competences/skills/profile 

  • University degree (BA)
  • Degree in nursing, public health, midwife or biology (mandatory)
  • Experience in quantitative and qualitative data collection, implementation and analysis
  • Good knowledge of the public health sector in Lebanon, in particular in primary health care
  • Good computer skills ( Microsoft Word and Excel mandatory)
  • Strong communication skills (verbal and written)
  • Ability to seek, collect, clean and critically analyse data and information needed to achieve the tasks
  • Professional proficiency in Arabic and English is mandatory
  • Good communication skills (oral and written)
  • Experience working with NGOs
  • Ability to cope with difficult security context
  • Ability to travel frequently during working hours to pay field visits
  • Excellence in organizing, planning and prioritizing tasks
  • Ability to work with a team as well as to work independently
  • Clear commitment to the project thematic
