Main objective:  Under the supervision of the Logistics and Administrative Coordinator, assist in managing the mission with regard to human resources management.                                       Category                 5 level 2   Main responsibilities: Ensure the administrative follow up of the human resources Main responsibilities and activities of the Human Resources Officer can change according to the organization of the work and to the composition of the team. Main activities: 1.     National Human Resources management: Circulating MdM job advertisements through local media and other NGO’s after validation of the Logistic and Administrative Coordinator. Assist in activities concerning recruitment (support in selection of candidates, participation in the interviews, induction, administrative briefing, trainings…). Register new employee to NSSF and MOF. Ensure archiving and monitoring of individual files and deliver all documents relative to the professional life. Following up national staff HR’s administrative issues like preparing contracts, salary slip, registration of new employees Make sure the employees’ files are up to date and in line with MdM guidelines.  Follow-up of leaves / overtime compensation: update the attendance tracker, prepares a monthly reports on holidays / compensation and share the leaves follow up table with the coordination team. . Follow-up the attendance sheet and visit field office for data collection. Prepare the monthly data salary and send it to Logistic and Administrative Coordinator for validation. Assist in paying salaries and legal contributions to the relevant authorities on a monthly basis after it is validated by the Logistic and Administrative Coordinator. Print salary slip to be signed by the employee and properly archived. Assist the Logistic and Administrative Coordinator in implementing and keeping up to date Conditions of Employment, Internal Regulations, salary scales and procedures. Follow up on legal requirements regarding employment (social security, income tax if any, work permits, residency, employment contracts etc.). Assist the employees when necessary to fulfil their HR administration duties   2.     International staff management: Perform check-list for expatriate at their arrival and departure. Ensure the presence and the correct update of international staff archive. Prepares the advances on salaries for international staff. Makes sure the security envelope is given back by expatriates before they leave the mission. Ensure the acquisition of the required visas, work and residency permits in link with the broker.   3.     Coordination: Facilitate the exchange of information and ensure smooth communication process between the different departments (support services / operations) and with other NGO’s Assist in the elaboration of internal communication materials   4.     Legal management : Legal framework of the mission In close relationship with the Logistic and Administrative Coordinator and the General Coordinator: Facilitates the link between MdM and the national and local authorities: Ministry of Labour. Anticipates and ensures renewal of all administrative agreements, licenses, permits, authorisations and privileges granted to MdM by the various Authorities   5.     Other: Supervise the cleaner and carry out his/her annual appraisal Assume part of the responsibilities and tasks during the absence of a team member. Prepare and/or revise letters, agreements, or any other official document, according to the needs of the mission. Translate verbally and in writing when necessary. Perform any other additional duty on request of his/her supervisor. Respect MdM principles/values and do not accept gifts in form of financial or any other compensation (ex: items/materials, food, drinks) from suppliers, traders, contractors, patients/ caregivers. Assist with preparation of meeting. Report Minutes of Meeting when attending any meeting.
