For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 41 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.
Since May 2012, MdM offers primary and specialized health care services for refugees and displaced Syrian populations as well as vulnerable Lebanese host population.
MdM works with local partners in Lebanon, supporting Primary Health Care centers to be able to cope in a better way with the increased amount of workload. Next to primary health care, MdM implements a mental health component.
TASKS AND RESPONSIBILITIES:
The medical coordinator is in charge of the follow-up and supervision of the different medical activities in Lebanon.
He/she will be under supervision of the general coordinator
He/she will support and develop the medical activities in partners’ PHCCs, together with the partner medical referent and in close collaboration with MdM program coordinator
He/she will validate the quality of drug purchase and the partner’s PHC consumption of drug.
He/she will represent MdM to medical Lebanese network with partners and other actors (UN, NGOs..)
He/she will coordinate/supervise medical aspects of our support to different partners.
He/she will analyze and monitor public health context and propose strategy to cope with challenges in collaboration with the general coordinator.
He/she will participate to the elaboration of our strategy and our activities: needs assessment, increase efficiency, implementation adjustment of medical activities.
I. Main activities
1. Program Management and partner support
Participate to the development of the general strategy on MdM activities with the general coordinator and the team.
Ensure different components of the program are consistent and in link with medical needs and standards
Monitoring public health context and challenges, propose any change to adapt the program if necessary (outbreaks, new needs arising, opening of new programs, and influx of returnees, IDPs…)
Validate and assist the implementation of medical activities (training of doctors, training on health education, capacity building on reporting, pharmacy management etc..) with partners and program coordinator
Supervise, monitor and analyze the medical data on a regular basis and set up corrective measures in case of need in coordination with the program coordinator
2. Team management
Participate/ensure the recruitment of national medical staff (if required)
Emphasize on capacity building of the partner’s medical team.
3. Coordination with NGOs, international organizations & local associations
Participate to the different medical meetings
Ensure coordination with medical partners & with other partners when needed
Support the program coordinator to evaluate the needs and request of our partners
4. Management of medical stock and logistic chain for medical purchase
Ensure medical activities have needed equipment, material & drugs to function
Support the medical purchase process in term of quality check up
Support the supervision of the pharmacy qualitative and storage conditions (consumptions, orders & inventory) in link with logistic team
Cooperate with the administration team regarding budgeting related to medical purchases
5. Relationship with the Middle-east desk and RM
Follow-up medical issues and sharing of information in particular with medical referent
Write the health context and the program health analysis and trend, training progress of donors, monthly reports & contribute to weekly general coordinator updates
II. Hierarchical and Functional links
Under the direct supervision of General Coordinator and in collaboration with the technical advisers at the Headquarter, implementation & monitoring of the program will be in link with the middle-east desk and the mission responsible (RM).
SKILLS AND EXPERIENCE NEEDED:
Doctor Strong Knowledge of public health. (master in public health is an added value) Experience in negotiations with local authorities, partners and staff in a tricky context Experience in capacity building & in working with national medical staff Capacity to work in an volatile security context and able to apply strict security rules Capacity to create relationships with the communities Ability to manage a team and work in an international team Ability to have a global overview of a program (not only on medical plan) Fair knowledge of microsoft environment (windows, excel)
