Medical Program Manager – SCMO Project

1. Projects management:

  • In coordination with partners’ technical referent, collect and triangulate information related to the health situation and humanitarian needs in the targeted areas of the project, revise analytically and report to the Field Coordinator.
  • Contribute with the support of the Medical Coordinator to develop methodologies and questionnaires to assess the health conditions in targeted areas.
  • Contribute to the project proposals development in terms of implementation of activities by providing medical input based on health needs assessment and the analysis of the medical data collected of the supported health facilities.
  • Collect and triangulate data, indicators, surveys and assessments according to the mission’s needs, as requested by the Medical Coordinator, provide input and contribute to analysis.
  • He/She is delegated from the Field Coordinator to monitor, develop the medical lines of the MdM budget and supervise the partner’s medical lines of the project partner’s budget; he/she will report any changes, under expenditure and over expenditure through the MdM Budget Follow up on a monthly basis.
  • With the support of the Medical Coordinator and in collaboration with the partners ‘medical referents, he/she will perform health need assessments, as requested and with the support of the partners ‘medical referents and the medical staff at PHC level, contribute to the development/review/upgrade of the medical activities according to the needs.
  • Be responsible to ensure, at the field level, that medical/clinical services are implemented in good quality, and according to MdM protocols.
  • Together with the medical referents at partner’s level, closely follow and monitor the needs and the cooperation of the partners and identify relevance/gap of support provided by MdM (drugs, consumables, medical equipment supply, salaries’ incentives, trainings, etc.). Along with the Medical Coordinator, propose any revision or update of medical protocols, service provision and partnerships.
  • Provide continuous input to Coordination team to ensure that the different components of the program are consistent and in line with the health needs of the population.

 

2. Team Management and Capacity Building:

  • Support and build the capacities of the partners’ medical referents accordingly with the support and guidance of the Medical Coordinator and the Field Coordinator.
  • Guide and support the Medical Referents at partner’s level in order to consistently, identify the training needs of the medical and paramedical team, to conduct or organize trainings, follow up and evaluations.
  • Jointly with the Medical Referents at partner’s level, train the medical staff in remote or directly in the PHC, when is feasible
  • Organize and conduct technical monthly and ad hoc meetings with the implementing partners and the MdM supported Health Facilities to guarantee continuous follow up and support.
  • Participate, when requested, in the recruitment process of medical partners team

 

3. Reporting and Internal Communication

  • Instant information sharing with the line and technical manager about influx of IDP’s; new camps; or any context updates.
  • Provide short written summary of any meetings attended.
  • Receive morbidity data of implemented services from the partners medical referents on weekly/monthly basis; review; analyze and submit to medical coordination team
  • In charge of developing and follow up the medical data and project medical indicators
  • Receive monthly reports from the partners medical team
  • Provide a monthly report to the Field Coordinator and Medical Coordinator, detailing activities done, supervision, training given, assessments undertaken etc.
  • Participate to the MdM monthly SITREP
  • Report PHC visit feedbacks to Field Coordinator and Medical Coordinator.
  • Report any security related issues to Field Coordinator.

 

4. External Communication:

  • As relevant, he/she attends on behalf of the Medical Coordinator and represent MdM in medical technical meetings and workshop (such as WHO, HSWG, Nutrition Sector group, MHPSS Sector group, ect. ect. and technical bilateral meetings)
  • Upon request and delegation by the Field Coordinator, represent MdM in any external meetings.
  • Maintain regular contacts with other medical NGOs and organizations, through meetings, training, workshops, etc.
  • Attend technical team meetings and coordination team meetings.

 

5. Other

  • Participation in assessments/service mapping, where and when necessary.
  • Supporting operational organization of PHC trips and MdM programs/activities
  • Translate verbally and by written when necessary.
  • Participate to internal meetings.
  • Any other related MDM tasks as assigned by supervisor/line manager.

 

PROFILE

Requirements:

  • Medical Doctor, and or health professional with a Public Health Specialization/Master’s
  • Experience of more than five years in Health Humanitarian Project Management.
  • Valid passport, residency is an asset.
  • Ability to work quickly, under pressure, and with short deadlines
  • Necessity to manage priorities and to adapt them according to the context.
  • Flexibility to travel within the region

Personal skills required:.

  • Fluent in English (spoken and written); Arabic mother tongue
  • Advance knowledge of Microsoft Package (Word, Excel, Power Point)
  • Knowledge of DHIS is an asset.
  • Flexibility, reactivity, anticipation, adaptability.
  • Good organizational skills.
  • Good computer and reporting skills.
  • Good communication skills.
