Mental Health Coordinator

For more than 35 years, Médecins du Monde (MdM), a campaigning medical organization committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organization do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 41 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts. Since 2011 the conflict in Syria has resulted in massive displacements of population within the country and into neighboring countries, particularly to Lebanon, Jordan and Turkey. Following assessments in these countries, MdM activities started on Syrian borders in May 2012, offering primary and specialized healthcare services for refugee and displaced Syrian populations. MdM has been working in Lebanon for nearly 30 years and specifically on the response to the Syrian crisis since 2012. The goal of MdM in Lebanon is to offer care to Syrian refugees and vulnerable Lebanese affected by this crisis. Currently, primary healthcare services are provided through 3 partners in 4 primary healthcare centers (PHCCs) in the Bekaa. MdM is also providing mental health and psycho-social support (MHPSS) services to Syrian refugees and vulnerable Lebanese in 3 centers (Central and West Bekaa). To implement and monitor the activities, the mission in Lebanon has been set up with a team of 30 people managed by 5 coordinators. The position of Mental Health Coordinator is part of the country coordination team. TASKS AND RESPONSABILITIES As Mental Health Coordinator you work under the direct supervision of the General Coordinator. Being the responsible for all MHPSS activities, you will work closely with the Medical Coordinator (in charge of all medical activities) as well as the Logistics & Administrative Coordinator and the Program Coordinator. In the country, you are the manager of the MHPSS supervisor, herself being in charge of a team of 4 psychotherapists and 6 case managers. You are responsible for: - Mental health program implementation, follow-up and supervision - Coordination with partners and UNHCR - Work with universities and research institutes on field studies   More specifically, your main responsibilities include to: 1. Program management - Coordinate with relevant partners the appropriate psycho-social activities to be proposed, developed and implemented in the field. - Ensure that mental health components of the program are consistent and linked with the refugees’ and host populations' needs. - Maintain and improve the current data collection system for mental health activities according with the reporting needs. - Contribute to supporting the organizational development of MdM partners to integrate and develop the mental health component in its structure and in its long term strategy. - Be actively involved in the development, implementation and follow-up of researches in link with universities in Lebanon and/or abroad. - Contribute to the development of MdM strategy with the general coordinator (needs assessment, increase efficiency, implementation adjustment of activities) 2. Coordination with partners and UNHCR - Represent MdM in coordination meetings with local health authorities and national/international health partners regarding mental health (Ministry of Public Health, UN agencies, NGOs, etc.) - Participate in other strategic and coordination meetings relevant to the MHPSS program and facilitate coordination between MdM and other relevant actors when needed (universities and research institutes for instance. 3. Reporting - Support the General Coordinator in the monthly reporting and drafting proposal to potential donors - Ensure the production of summaries and analysis of the data collected and compiled when required - Work in close collaboration with the Regional Mental Health Coordinator to ensure coordination and information sharing with the Regional Office 4. Team management - Manage and support the MHPSS supervisor under your direct supervision - Ensure the recruitment of relevant staff for the MH team - Plan leaves for your team members to ensure there is sufficient resource available at all times - Carry out annual reviews for your team members This list of activities is not exhaustive and may change depending on the situation. SKILLS AND EXPERIENCE NEEDED You are committed to MdM values as an organization and motivated by its non-statutory, NFP model. Professional skills and experience required: - Master degree in mental health or public health - Experience in leading MHPSS programs and activities - Experience of work in the Middle-East - Experience in negotiations with local authorities, partners and staff in difficult contexts is an asset - Ability to take effective decisions according to the context - Ability to work in a volatile security context and to apply strict security rules - Ability to manage a team and work with partners in a multi-cultural setting - Ability to have a global overview of a program and long-term strategy   Personal skills and experience required: - Reactivity, anticipation, adaptability, ability to take initiatives to changing requirements - Ability to take quick decisions according to the context in coordination with the team - Good organizational skills, including time management, and rigor - Ability to manage priorities and to meet deadlines as well as work under pressure - Excellent written and oral communication skills - Ability to listen and to be diplomatic - Team spirit Languages: English (written, spoken) mandatory                   French and Arabic, an asset You are committed to MdM’s values as an organisation and motivated by its non-statutory, NFP model.
