MHPSS Supervisor

Main responsibilities:

  • Lead the running of the Community Mental Health Center (CMHC) in Rafiq Hariri University Hospital in collaboration with partners, in line with the National Mental Health Program and Director of PHCC
  • Assist in the coordination of Mental Health and Psychosocial Support (MHPSS) activities among different mental health staff and with PHC staff.
  • Coordinate with the case-management team (social workers, community mental health workers) on the implementation of all MH interventions and activities.
  • Oversee the sensitisation and capacity building among PHC staff, the refugee community, and host population about MHPSS.
  • Utilize the referral system between the community and PHC Centre as well as to secondary treatment level and other services, and participate to the good utilization of the Complaint Response Mechanism
  • Analysis, detection and work on the reduction of risk factors influencing the mental health status at community level.
  • Lead the development and implementation of preventive mental health measures at both the community and PHC Centre level.
  • Lead the outreaching activities at the community level
  • Assist in the development and implementation of psycho-social activities within the refugee community and host population.
  • Take an active role in all proposed research and/or MH assessments to be conducted in the field.
  • Ensure the data collection is being completed appropriately according to MdM and MOPH MHIS standards.
  • Contribute to the reporting on mental health and substance use activities.

Main activities:

        1. Lead the running of the CMHC in Rafiq Hariri University Hospital
  • Ensure the services proposed are in line with the SoP of the CMHC.
  • Coordinate service delivery amongst the different departments in collaboration with the PHCC, the hospital, and the partners.
  • Ensure agreements between partners are up-to-date and terms of agreement are followed.
  • Ensure safe access to the CMHC.
  • Serve as a key liaison between the partners and represent the center at meetings with key actors.
  • Oversee the daily operational management of the CMHC and coordinate with different departments within the organization (logistics, finance).

 2. Management of the Case Managers and the Psychotherapists.

  • Support and follow up on the work of the case management teams and the proper delivery of MH services in the CMHC
  • Plan annual leave for departmental staff to ensure there is sufficient logistical resource available at all times.
  • Carry out performance appraisals for all staff managed every year.
  • Assess the training needs of the staff managed and raise the identified needs with Deputy MH Coordinator.
  • Organize and facilitate internal meetings such as team meetings, technical meetings and case discussions.

 

    1. Support MdM MHPSS activities in the CMHC
  • Ensure that all MdM tools including necessary forms and questionnaires such as the clinical intake forms, progress notes etc. are properly completed and safely stored.  
  • Ensure MHPSS activities in Beirut are running in the absence of the Mental Health Coordinator.
  • Provide feedback on important issues that require supervisor feedback, decision making, and tailored interventions.
  • Assist the case-management teams with referrals for high priority cases in need of other basic services.
  • Assist in the organization of MHPSS activities
  • Participate in the development of partnerships with local stakeholders necessary for the implementation of the MdM MHPSS activities.
  • Ensure the CMHC staff are conducting the sessions while respecting the privacy of the patients.
  • Attend coordination meetings and represent MdM whenever it is required.
  • Participation in MDM internal meetings and individual meetings with the MH Coordinator.
  • Ensure timeliness of the MH data collected by the team.
  • Support the MEAL department in the data collection, data cleaning and data analysis.
  • Report on MHPSS activities.

 

    1.  Developing community mental health interventions if needed
  • Assist in the assessment of mental health needs and proposition of interventions in coordination with partners and the MH Coordinator to improve or settle mental health coverage.
  • Participate in information dissemination and collecting opinions to foster knowledge and self-control of people living in the community
  • Lead the outreaching of new beneficiaries from mental health services in Beirut
  • Work on building and encouraging important support networks within and amongst the target population.

 

    1. Sensitisation and capacity building among PHC staff on MHPSS.
  • Facilitate the preparation of  awareness/training sessions about MHPSS guidelines for Primary Health Care centres and support any basic training on GBV and on basic support to survivors of abuse
  • In coordination with MH Coordinator, train and/or assist in the facilitation of training for MDM’s case-management team as well as partner’s staff and community members on MHPSS issues.

 

    1. Utilize the referral system between community and CMHC as well as to secondary treatment level, and the complaint response mechanism
  • Assist in the development of effective referral systems between the community and the CMHC.
  • Utilize the referral system to secondary mental health care and other services, such as shelter and Protection.
  • Ensure that the staff has an updated service mapping of the secondary mental health care, GBV, mental health, safe shelter, livelihood activities etc.
  • Facilitate the safe entry of MH beneficiaries within tertiary care.
  • Participate in the proper functioning of the complaint response mechanism of the CMHC

 

    1. Analysis, detection and reduction of risk factors influencing the mental health status at the community level
  • In collaboration with the mental health team, explore and detect potential risk factors influencing mental health status of the target population.
  • When required, coordinate with other stakeholders to reduce and/or eliminate potential risk factors.
  • Participate in any intended MH research study and/or professional field assessment.    

 

    1. Develop and utilize preventive measures for stable mental health at the community and PHC Centre level
  • In collaboration with the mental health team, develop and utilize innovative evidence-based preventive mental health interventions.

 

    1. Other
  • Perform any other additional duty on request of his/her supervisor
  • Respect MDM principles/values and do not accept gifts in form of financial or any other compensation (ex: items/materials, food, drinks) from suppliers, traders, contractors, patients/ caregivers
  • Report progress of the CMHC activities, in addition to challenges and way forward

 


Essential Qualifications:
University degree in Social Work (BA or Masters), counseling, psychology or equivalent degree

Essential Experience:

  • Minimum 2 – 3 years in the field of social work
  • Team Management experience for a minimum of 1 year
  • Good knowledge of case management
  • Knowledge and understanding of MHPSS principles and standards

Desirable Experience:

  • Previous experience in MHPSS
  • Previous NGO experience
  • Previous experience working in healthcare or mental health service
  • Familiar with Interagency Standing Committee guidelines
  • Ability to conduct workshops, on the job trainings
  • Knowledge of legal and ethical issues related to client’s rights

Desirable Competency:

  • Excellent interpersonal, written, and oral communications skills
  • Good understanding of the project cycle and team work
  • Proficient in Microsoft office
  • Emotional maturity and agility in working in a fast-paced environment;
  • Fluent in Arabic and English language
