Program Coordinator (M/f)

    For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 40 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts. MdM has been working in Lebanon for nearly 30 years and specifically on the response to the Syrian crisis since 2012. The goal of MdM in Lebanon is to offer care to Syrian refugees and vulnerable Lebanese affected by this crisis. Currently, medical assistance is provided through 3 partners in 4 primary healthcare centers (PHCCs): 1 in West Bekaa, 1 in Central Bekaa and 2 in North Bekaa. MdM is also providing mental health and psycho-social support (MHPSS) services to Syrian refugees and vulnerable Lebanese in 3 centers in the Bekaa. To implement and monitor the activities, the mission in Lebanon has been set up with a team of 25 people managed by 5 coordinators. The position of Program Coordinator is part of the country coordination team.       TASKS AND RESPONSIBILITIES: As program coordinator you work under the direct supervision of the general coordinator and in close collaboration with the logistics and administrative coordinator, the medical coordinator and the mental health coordinator. In the country, you are the direct supervisor of the monitoring & evaluation (M&E) officer and the database officer. More specifically, you will be in charge of the: Partnership management Follow up the implementation of activities by partners as defined in MOUs Monitor on a regular basis the different activities and coordinate corrective measures with partners Coordinate and facilitate regular partners meetings: medical technical review, coordination, follow-up of consultation reimbursements Coordinate with the medical coordinator the support needed to ensure partner’s capacity to improve quality of care in PHCC and to manage pharmacy supply and stock Coordinate with the logistics & administrative coordinator the support needed to ensure partner’s capacity to deliver financial report, budget monitoring and procurement procedure Coordinate with the mental health coordinator on partnership projects (with universities, researchers, etc.) Monitoring & Evaluation (M&E) Supervise and improve the data collection performed by the M&E Officer using MdM monitoring and evaluation tools Supervise the data compilation performed by the database officer Support the coordination team in the compliance with the UNHCR indicators Quality & Accountability (Q&A) Ensure consistency and quality throughout, including log-frame Coordinate the implementation of the annual Beneficiaries’ Satisfaction Survey (BSS) Consider donor compliance and guidelines, ensure adherence Develop an accountability strategy as well as accountability plan for the country mission Reporting Provide timelines and ensure timely submission of reports to HQ/donors Contribute to the monthly reporting and ensure contribution from all relevant sectors Support the general coordinator in report drafting, ensuring consistency and quality throughout the report Team management Manage the two staff members under your direct supervision (M&E officer and database officer) Plan annual leaves for your team members to ensure there is sufficient resource available at all times and carry out annual reviews for your team   CONDITIONS OF EMPLOYMENT: Status : Employee Duration : 10 months Position to be filled as soon as possible Status: Employee (full-time) Contract: Fixed term contract until December 2016 Based in Beirut, Lebanon (with regular visits to the Bekaa valley)     SKILLS AND EXPERIENCE NEEDED: Professional skills and experience required Experience in humanitarian and development context Master degree in the following or related field: Development, International Relations, Humanitarian Management Command of the project cycle management and strong analytical skills Experience of coordinating and preparing strong narrative reports for a variety of donors Experience in writing proposal/reports and in working with project budgets Experience in capacity building and in working with partners Understanding of compliance to the UN as a donor, an asset Ability to work in a volatile security context and to apply strict security rules Personal skills and experience required Good organizational skills, including time management, and rigor Reactivity, anticipation, adaptability, ability to take initiatives to changing requirements Excellent written and oral communication skills and team spirit Languages: English (written, spoken) mandatory French and Arabic, an asset You are committed to MdM’s values as an organisation and motivated by its non-statutory, NFP model.
