in Mental Health
and Psychosocial Support   Introduction:   Humanitarian actors in emergencies often encounter challenges in knowing Who is Where, When, doing What (4Ws) with regards to MHPSS, CP and GBV. Such knowledge is essential to identify gaps in humanitarian response. 4Ws tools are used in many areas of aid to map activities conducted across large geographical areas. 4Ws tools generally aim to map supports by government and non-governmental agencies, including pre-emergency services and supports. A 4Ws online platform is to be developed to inform all relevant stakeholders on the ongoing activities in the Mental Health and Psycho-Social Support (MHPSS), Child Protection (CP) and Gender-Based Violence (GBV) in a timely manner. The aim of the 4Ws online platform will be also to facilitate the mapping of MHPSS, CP and GBV services in Lebanon provided by national and international organizations as well as governmental institutions.   Objectives: The objectives of the 4Ws online platform shall be as follows:   Provide a big picture of the size and nature of the MHPSS response; Identify gaps in the MHPSS response and enable coordinated action; Enable referral by making information available about who is where, when, doing what; Improve transparency and legitimacy of MHPSS through structured documentation and reporting; Improving possibilities for reviewing patterns of practice and for drawing lessons learned for future responses; Reporting on Data and services related to MHPSS, CP and GBV in an updated and timely manner.     Duties and Responsibilities: The contracting party is expected to conclude the following tasks:   Works closely with the IT and mental health team; Liaises with stakeholders to determine requirements and develop detailed specifications; Develops a platform to allow the different users to have an account to log in and enter data on specific indicators; Designs, tests, installs and monitors the new platform; Trains end-users (NGO focal points) on using the new platform;     Generates related reports on data collected;            Regularly informs and updates the mental health team;   Skills/Qualifications:   Knowledgeable and competent in information systems; Has experience in web applications development; Knowledgeable in the following technologies: C# Java script Backbone.js JQuery Html5 Reporting Excellent verbal and written communication and interpersonal skills; High attention to detail Ensures accuracy of information; Training skills and ability to communicate technical information to non-IT persons; Ensures availability of computer equipment; Uses a logical approach to problem solving/analytical skills; Is Flexible and adaptive; Manages time effectively; Experience required: 3 to 5 years Education degree: Bachelor Degree (Masters degree is preferable) Field of education: Computer Science, Software Engineering, Computer Engineering, Web Development, or a related field. Languages: Fluent in English and Arabic; French is a plus.   B.      Other main requirements a.      User management/operational access: The platform should provide different levels of access to functionality and features of the database including but not limited to the following profiles: programme managers, M&E personnel, project officers, social workers, psychologists, mental health specialists, mental health team, and IT. The access to the 4Ws online platform is restricted to identified users. Each profile has limited access to edit, modify, validate or read the data they provide. b.      Maintenance access: Log files are needed. Each access is documented in log file. Reading the log files is only accessible for the IT. Management of users and profiles is ensured by the IT. Lists of values used in various variables are updated by IT. All tables should be fully audited for changes and deletions of records and/or values. c.       Report The following reports are the minimum required reporting features of the system that includes but are not limited to: -          Total number of services per socio-demographic characteristics, per category and per type of service. -          Summary result can be disaggregated by date, location, gender and age -          Customized reports using different criteria/queries   d.      Specification development The design must be modular and include scalability of the platform to support the program’s potential growth in number of beneficiaries and number of locations, as well as flexibility to support new functional requirements.
