Emergency Medical Doctor

Main Purpose:

Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and up-dated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients/beneficiaries health conditions

Accountabilities:

  • Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols.
  • Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood.
  • Follow up the evolution of the hospitalized/IDP patients, through daily visits, consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution.
  • Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards.
  • Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patients illness, medical error and monitors the proper functioning of the department, equipment or material.
  • Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care.
  • Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected.
  • Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary.
  • Contributes in MSF support and collaboration with the emergency rooms of two Public hospital, that prevails in smooth fashion and the challenges are observed and reported to project medical referent in a timely fashion.
  • Build a good relationship with Public Hospital counterparts
  • Apply the medical knowledge and skills to coach and train the medical doctors of the MOH emergency room to properly diagnose and treat emergency cases.
  • Gives constructive feedback to the doctors working in the emergency room for the gaps and lacks in the medical treatment of an emergency for their improvement.
  • Observes and elicits needs of trainings among medical doctors working in emergency rooms and prepare/plan and deliver trainings, in collaboration with project medical referent.
  • Arranges regular meetings with the medical doctors in the emergency rooms to listen to their challenges, proper minutes are taken and shared with the project medical referent.
  • Participates in collection and analysis of the medical data of emergency rooms, checking it’s validity and share with project medical referent in time.
  • Daily/monthly attendance sheet of the doctors is collected and submitted to HR department of BE.
  • Ensures that the patients coming to emergency rooms are treated equally, any challenge is reported to the project medical referent. Promote patients centered approach.
  • Checks and observes the rational use of donated drugs/supplies from MSF to supported emergency rooms, moreover to observe that the patients are not charged for the drugs donated by MSF.
  • Ensures that the universal hygiene precautions are well observed and the use of PPE’s are practiced well by the medical doctors, in the event of any lack, plan proper coaching sessions.
  • Ensures that the vulnerable patients who are in need of emergency surgeries are timely referred to MSF BE hospital for surgical treatment based on MSF surgical admission criteria.
  • Makes sure that medical doctors in the supported emergency rooms have proper coordination with the on call doctors in MSF BE hospital for the patient referrals.
  • Ensures that the Triage system is in place, for the any gaps and improvements prepare and deliver the training, in collaboration with the project medical referent.
  • Participates in the organization of the emergency room and ensures proper flow of the patient in the emergency room is observed and maintained.
  • Ensures that the medical archives are well maintained and the patient filing system is up to date.
  • Ensures patient safety is not compromised at all times.
  • Ensures patient confidentiality is well maintained

SKILLS AND QUALIFICATIONS:

Education

  • Medical Doctor diploma essential
  • Diploma in Emergency Medicine and Emergency experience is essential.
  • MoPH’s license to practice in Lebanon MoPH’s ER speciality license is essential.
  • Certificate of registration at the Lebanese Order of Physicians (as specialist, up to date) is essentials.
  • CME credits from the LOP is desirable.

Experience

  • 2 years’ experience minimum as a Medical Doctor in emergency room is essential.
  • A demonstrable experience in supervising and training others in a team setting is desirable

Knowledge

  • Essential computer literacy (word, excel)
