With the support and guidance of the HPCE Manager, responsible for implementing the HPCE strategy / workplan, with community participation, and supervising the HPCE activities and HP teams working in the communities or the health facilities, according to the project objectives, MSF values, standards and pro-cedures.
HPCE strategy, activities and monitoring:
- Actively contribute to the design/adaptation of the HPCE strategy / workplan.
- Lead and follow up on the implementation of the HPCE strategy / workplan, according to the chronogram.
- Support participatory approaches and regular patient/community consultations before and during implementation of the HPCE strategy.
- Organizing health awareness sessions for MSF's medical and non-medical staff
- Support in the design of health education materials and participatory methods, applying the right process (pretesting, validation of content, translation).
- Contribute to rapid assessments and surveys.
- Actively support in the systematic collection, encoding and reporting of community feedback and rumours.
- Support the implementation of community-based surveillance (data collection, active case finding, tracing, linkage to care.
- Responsible for the planning and organization of community meetings (in collaboration with HPCE Manager).
- Contribute to the community mapping.
- Monitoring: Ensure the availability of the data collection tools; the data encoding in the data base and the quality check.
- Monitoring: Contribute to the analysis of the monitoring data and look for adjustement (in collaboration with HPCE manager), monthly reporting (MMR, sitrep,…).
Team management:
- Contribute to evaluation of the HP team (with the HPCE manager).
- Contribute to the development plan for the HP team.
- Training: Contribute to the needs assessment, design and implementation of training for the HP team, in collaboration with the HPCE manager.
- Organize regular and systematic supervision of the HP activities and provide on the job-coaching.
- Ensure the planning and practical organisation of the activities for the HP team (HP roaster).
- Ensure the organisation of regular HP team meetings.
MSF Section/Context Specific Accountabilities
- Provide direct supervision to project community health educators (HP team) and PSEC officer(s) within MSF Bourj Hammoud clinic; community, and Mobile Medical Unit (MMU) activities.
- Lead, along with the HP Manager- the overall planning and implementation of community egagement events and activities. This includes: community leader meetings, international health days, awareness sessions.
- Monitor the work of the HP team during health education sessions and interpretation activities at clinic and community level, and provide direct feedback for improvement.
- Support in community mapping activities, along with the HP team, to identify existing migrant community networks and gatherings, including active community leaders and community based organization (CBOs).
- Conduct regular meetings with migrant community stakeholders (community leaders/CBOs), with objective of promoting MSF services ,and strengthening community engagement in project design & quality of care; in addition to feedback & rumour collection.
- Monitor along with HPCE Manager, access trends to MSF Bourj Hammoud clinic, and ensure timely planning and implementation of service promotion activities.
- Conduct trainings to MSF medical and non medical staff on health topics of relevance to project needs (in case of outbreaks),and on intercultural mediation (ICM).
- Lead and conduct rapid needs assessments to identify priority basic and health needs among migrant populations and displaced persons, informing targeted interventions and service delivery.
- Systematically map and regularly update data on shelters and community housings hosting displaced migrants to support effective outreach planning (MMUs) and resource allocation
- Report daily challenges,and community security concerns to HP Manager and Operations department (Ops).
Requirements
Education
Essential: Bachelor’s degree in social sciences, social work, behavioural sciences, public health, community health, nursing.
Experience
Essential: At least 2 years’ experience in:
• Health promotion; patient education
• Team management experience
• Program implementation
- English and Arabic proficiency is essential. Desirable: French proficiency.
- Language other than English, Arabic, or French highly desirable
- IT Literacy: Proficiency in Microsoft Office (Word, Excel, PowerPoint).
- Experience within NGO/humanitarian setting is mandatory.
- Experience working with multi-cultural communities is mandatory
- Experience with qualitative methodology is highly desirable.
