Heath Promoter IEC Officer

Médecins Sans Frontières/أطباء بلا حدود (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people in 70 countries who are affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. MSF offers assistance to people based on need, irrespective of race, religion, gender or political affiliation and our actions are guided by medical ethics and the principles of neutrality and impartiality.

We offer basic healthcare, perform surgery, fight epidemics, rehabilitate and run hospitals and clinics, carry out vaccination campaigns, operate nutrition centers, and provide mental healthcare. Our activities include the treatment of injuries and disease, maternal care and the provision of humanitarian aid. Where necessary, we set up sanitation systems, supply safe drinking water, and distribute relief to assist survival.

MSF is looking for Health Promoter (HP)  Officer to implement Health Promotion/IEC (Information, Education, Communication) activities with patients and local population to raise their knowledge and skills on relevant medical topics. The HP officer will work in any of the locations assigned to them in South Beirut Project which includes the community of the camps and the following  clinical locations: 

PHC clinic in Shatia Refugee Camp – vaccination service for 0-18 years and non communicalbe disease clinic NCD.

Family Centre in Bourj al Barjne camp – SRH services of ANC, PNC and family planning. NCD for low mobility and home bound patients.

Birth Centre – for midwifery led deliveries of our patients.

and Locations identified as MSF South Beirut supported Primary Health Care Centers (PHCCs) and their catchment areas present in various Lebanese areas in Beirut and Mount Lebanon. 

Accountabilities : 

  • Inform patients and communities about MSF and services it provides.
  • According to medical priorities, deliver information to the patients and community on specific health topics
  • Implement activities of health education and awareness (sessions in schools, churches, community), under the indications and supervision of the HP Manager.
  • Under the guidance of HP Manager, assess the impact of activities (with questions, verifications and behaviours observations), and report problems, success and constraints to him/her.
  • Collect all types of information related to specific health and living conditions of the population, in particular to identify the most vulnerable populations to target.
  • Report to HP Manager: activities, problems met, strengths and constraints.
  •  Establish and maintain contacts with social partners, including other NGO’s, governmental health services that can provide answers to social problems.
  • Keep education and communication areas clean and tidy and professional materials available.
  • Participate in creation of any material needed for the activities of information, education and communication.

Activities at clinic / facility level

  • Through daily educational sessions on relevant medical topics in clinics, HP delivers pre-defined key messages to patient groups and caregivers.
  • Conducts support group sessions to interested PNC patients at OPD
  • Individual education sessions if requested by beneficiary or medical staff on key messages.
  • Refer beneficiary to PSEC (Patient Support and Education Counsellor), Social wiorker or Mental health when need for addititonal support is identified.
  • Participates in Multi-discliplinary Team Meetings, training sessions and other relevant meetings when requested by Medical Activity Manager or HP Activity Manager.

 

Community activities

  • Reports to HP Acitivity Manager on requests from community for awarness sessions, training sessions etc
  • Conduct community mapping activities, including building links with existing local NGOs and community structures.
  • Conduct regular awareness sessions to community members through the support of key persons or local NGOs.
  • Conduct surveys as instructed by HP Activity Manager including Patient satisfaction surveys, and post tests on several health topics.
  • Conduct health and active promotion activities in the community, by spreading knowledge on MSF services and/or other health topics.

 

Outbreak Response activities

Within the Project’s response to outbreaks

 

  • Assist in the training of the community health workers including focal points.
  • Assist in the development of the key messages related tooutbreak.
  • Report relevant information in a timely manner to HP activity manager.
  • Participate in the intervention plan for potential cases in the community and clinic.

 

Home Based Care (HBC) Program Activities:

  • Conduct regular field visits with HBC Nurse to households of identified home bound patients in BB and Shatila camps.
  • Assess patients’ informational health needs and develop tailored health education plans that is relevant to their respective medical condition.
  • Provide health education messages and support on medication adherance to HBC patients, based on identified needs plan.
  • Connect with HBC nurse, social worker, and mental health team upon identification of further needs.

 

MSF supported integrated PHCC activities:

  • Assist in training of integrated PHCC staff on various health messages and topics, aligned with MSF NCD, and SRH strategies.
  • Collect data on the quality of work and reach achieved by each staff in MSF supported PHCCs.
  • Report on challenges faced at PHCC level by incentivized staff, and identify any informational needs and opportunities for further trainings and capacity building.
  • Monitor the work done by incentivized staff through routine filling of monitoring tool, and submit to line manager (HPAM) for further analysis and intervention.

Transversal

  • Participtate in providing a patient centered approach within all of the MSF actvities.
  • Facilitates and co-facilitates group sessions as per HP Activity Managers request.
  • The content of each group session is prepared and validated by HP Activity Manager. The outcome of each session is documented, and a report is written and submitted after the groups last session.
  • Prepares monthly activity report and submits to HP activity manager at the end of each month.
  • Flexibility on working hours according to the Project needs (eg. Occasional evening or weekend activitites)
  • Participate in collecting needed data for monthly medical reports
  • Participate in the regular meetings of the HP and project team
  • Participates in all training delivered  to the department.

Perform other hp related activities as indicated by HPAM and as per project needs.

 

Qualification : 

Education : 

B.S. in social sciences, social communication, or health promotion. And/ or licensed degree in nursing or any relevant paramedical degree

Experience : 

  • Essential 2 years of previous experience in nursing, health promotion or community mobilization.
  • Essential experience working with vulnerable community, inside camps and/or informal settlement
  • Preferable previous experience in MSF, NGO or health care facility

Knowledge : 

Desirable computer literacy (word, excel, Power Point and internet)

Languages : Arabic language essential, English language highly desirable
