A FEW WORDS ABOUT THE PROJECT

The project started in Sept. 2013 in Shatila, where MSF currently manages an outpatient center for chronic non-communicable diseases (NCDs), vaccination services with transversely integrated mental health services and health promotion, and referrals for patients who require services beyond the scope of MSF activities. Additionally MSF opened a women’s health center with sexual and reproductive health care.
During 2018, low risk deliveries were relocated from Shatila to Rafik Hariri University Hospital compound, where MSF runs a Birth Centre. MSF took this as an opportunity to work together with external partners as catalyst for change around midwifery model of care and demedicalization of deliveries. The antenatal care services remains in the camps, to serve the most vulnerable women.
In Bourj el Barajneh camp, besides the above mentioned activities, MSF provides in addition home based care for those patients who are housebound or bedridden often due to an advanced NCD disease.

 

WHAT IS MSF ?

Médecins Sans Frontières/حدود  بلا أطباء (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people in 70 countries who are affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. MSF offers assistance to people based on need, irrespective of race, religion, gender or political affiliation and our actions are guided by medical ethics and the principles of neutrality and impartiality.

We offer basic healthcare, perform surgery, fight epidemics, rehabilitate and run hospitals and clinics, carry out vaccination campaigns, operate nutrition centers, and provide mental healthcare. Our activities include the treatment of injuries and disease, maternal care and the provision of humanitarian aid. Where necessary, we set up sanitation systems, supply safe drinking water, and distribute relief to assist survival.

 

MAIN RESPONSIBILITIES

Assist the HR and Finance manager in ensuring the best possible services in terms of HR to achieve the project goals effectively by performing various HR administrative tasks. It also includes working towards the development of people’s skills and promoting a respectful, inclusive and positive work environment, in accordance with MSF HR visions and values.

 

DETAILED ACCOUNTABILITIES

  • Assist the HR and Finance Manager in planning, organizing and processing recruitment processes
  • Prepare employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance
  • Support the induction of newly hired staff
  • Enter data into the HR database and personal files and keep them up-to-date in order to facilitate HR processes management.
  • Update Social security Tax office employee files in order to meet legal requirements and duties.
  • Draw up monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.
  • Draw up the final pay slip and employment certificate at the end of a contract in order to meet legal requirements while defending MSF ’s interests.
  • Follow up all expiring rental contract dates in order to leave enough time to arrange a renewal or look for some other alternative.
  • Make all administrative information available to the staff (posting, meetings, etc.)
  • Assist the HR and Finance Manager in planning, organizing and following up on staff evaluations
  • Assist the HR and Finance Manager in administrative aspects of trainings
  • Support in translating documents into local language. Assists for translation and minutes writing in meetings upon request.
  • Assist  in the prevision of monthly treasury and planning in order to ensure the coverage of daily needs, advances on salaries, payroll, etc.
  • In case of absence of the finance assistant, support with finance administrative tasks.

 

REQUIREMENTS

Education : HR related diploma preferred

Experience : Essential previous working experience of at least two years in relevant jobs.                                                   Desirable experience in MSF or other NGOs.

IT skills : Intermediate knowledge of Word, Excel. Knowledge of Homere or other HR systems an asset.

Soft skills :   Result oriented / Team player / Flexible / Committed / Willing to learn / Dynamic / Good stress management
