Our project focuses on providing medical and mental health care to Migrant Workers in the country.
Responsibilities:
MSF is looking for Logistics Supply Supervisor to supervise the daily logistics activities and provide maintenance to the MSF equipment, facilities and infrastructures, according to MSF standards and protocols in order to maintain the facilities in perfect conditions and collaborate in the development of the mission; and to plan and supervise the procurement activities for goods, transport, subcontracted works and services for the project and capital according to MSF standards and protocols in order to ensure a transparent and efficient procurement and supplier performance.
Accountabilities:
Logistics:
- Monitoring maintenance activities of infrastructures, management of non-medical stocks and equipment according to MSF standards;
- Ensuring the check and follow-up of facilities under the line manager's supervision through daily visits to the facilities and reporting any anomalies or problems, evaluation of the rehabilitation needs and following up minor building rehabilitation work according to supervisor's instructions; checking that premises observe security norms and monitoring the consumption of mechanical and electrical vehicles/machines/devices;
- Planning together with the line manager the required checks and maintenance activities of energy systems/set-up according to MSF standards;
- Coordinating and leading the logistics team under his/her responsibility which includes daily supervision, monitoring of the quality of work and the definition of each person's task, drawing up their working schedules; organizing and leading team meetings;
- Ensuring the vehicle fleet maintenance which includes planning and overseeing timely preventive and curative maintenance of all project vehicles according to MSF standards and Instructing and monitoring drivers on correct driving habits and standard checks; Tracking consumption of supplies, fuel, lubricants, used in different facilities (office, house, store, etc.);
- Planning vehicles movements, tracking individual trips, and ensuring implementation of security measures;
- Managing and following up orders which includes collecting logistics orders coming from different departments or health facilities; drawing up and following up orders according to the procedures in force; providing technical support to the storekeeper, makes local purchases according to MSF supply procedures and ensures reception conditions of freight or arriving material as well as the organization and setting up of materials before its shipment;
- Updating inventory to record asset in facilities;
Supply:
- Regularly assessing the market for new suppliers to supply the recurrent needs of the project and seeking products/services that offer the best value for money within the shortest timeframes. Negotiating prices and proposing new suppliers to be validated. Developing and maintaining relations with different suppliers in order to ensure a stable supply of goods or services;
- Submitting and collecting quotations and tenders following the MSF purchasing policy and providing updates on "item-supplier" data: price, availability, quality, lead time;
- In collaboration with the Logistics & Supply Manager determining the purchase planning according to the incoming requests / orders, product availability (shortages/surpluses), delivery times, budgets and other relevant factors;
- Coordinating and supervising the purchasers' activity, and settling advances with the Finance Department;
Qualifications:
Education:
- Essential Bachelor’s or technical degree in related fields
Experience:
- Essential 2 years of experience in supply and / or logistics, or at least one-year experience in with MSF in similar position
- Desirable experience in NGO’s
- Desirable supervisory experience
- Essential Knowledge computer literacy (excellent Word, Excel, and Outlook)
- knowledge in ERP system is an advantage
Flexibility in working on weekends is needed.
