WHAT IS MSF ?

Médecins Sans Frontières/أطباء بلا حدود  بلا أطباء (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people in 70 countries who are affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. MSF offers assistance to people based on need, irrespective of race, religion, gender or political affiliation and our actions are guided by medical ethics and the principles of neutrality and impartiality.

We offer basic healthcare, perform surgery, fight epidemics, rehabilitate and run hospitals and clinics, carry out vaccination campaigns, operate nutrition centers, and provide mental healthcare. Our activities include the treatment of injuries and disease, maternal care and the provision of humanitarian aid. Where necessary, we set up sanitation systems, supply safe drinking water, and distribute relief to assist survival.

A FEW WORDS ABOUT THE PROJECT

The project started in Sept. 2013 in Shatila, where MSF currently manages an outpatient center for chronic non-communicable diseases (NCDs), vaccination services with transversely integrated mental health services and health promotion, and referrals for patients who require services beyond the scope of MSF activities. Additionally MSF opened a women’s health center with sexual and reproductive health care.
During 2018, low risk deliveries were relocated from Shatila to Rafik Hariri University Hospital compound, where MSF runs a Birth Centre. MSF took this as an opportunity to work together with external partners as catalyst for change around midwifery model of care and demedicalization of deliveries. The antenatal care services remains in the camps, to serve the most vulnerable women.
In Bourj el Barajneh camp, besides the above mentioned activities, MSF provides in addition home based care for those patients who are housebound or bedridden often due to an advanced NCD disease.

MSF BIRTH CENTER (BC)

The MSF Birth Center is unique in Lebanon, in its objective to develop a midwife led model of care. The midwives are responsible  for all of the deliveries and are only required to consult the obstetrician in case of complications. The model focuses on low risk pregnancies. There is an assesment room for all patients being followed in ANC, including the higher risk cases and they may attend at any time to be assessed. The most important role of the obstetrician is to manage any complicated cases either in BC or prior to referral to another hospital, and to be active in teaching, coaching and empowering of the midwives and nurses to help develop the midwife led model of care.

This position will primarily be located in the MSF Birth Centre located in the ground of RHUH, whilst maintaining its independence, the BC will collaborate closely with RHUH. The working hours are 40 hours per week, usually from 8:00 am to 4.30 pm Monday to Friday, but it can include weekends or evenings shifts at times.

MAIN RESPONSIBILITIES

Supervising the clinical activities and guaranteeing the quality of midwifery care in the department, according to MSF protocols , values and universal hygiene standards in order to provide a high quality Mother and Child Health (MCH) care to the population

DETAILED ACCOUNTABILITIES

  • Supervising, supporting and evaluating the team under his/her responsibility particularly midwives, midwife assistants and other related staff in her team such as cleaners. Planning and organizing their work (areas, days, absences, visits, holidays, etc) and coaching them in their work with special focus in following all appropriate protocols and procedures
  • Ensuring team work and a professional relationship between maternity and other departments.
  • Supervising the clinical activities in all the maternity departments  and activities such as ante-natal consultations, delivery and after delivery follow up, post-natal consultations, family planning consultations, new-born vaccinations and liaising with the Medical Doctor about the patients who need special care times, visiting hours, etc.
  • Ensuring that the staff on duty knows, implements and follows at all times the universal hygiene standards/ precautions, bio-hazard prevention and infection control in the medical premises ensuring high standards of hygiene in the working environment
  • Ensuring  that all staff  using medical devices are qualified and trained, cleaning and minor maintenance tasks are performed  according to the protocols, reporting any malfunction to the project biomedical service.
  • Being responsible for the department-related pharmacy activities (stock and consumption monitoring) as well as maintenance of the medical equipment
  • Being responsible for ensuring that all the administrative procedures, patients’ data and documents are filled in correctly and registered for compiling monthly reports reflecting the activity in the department.
  • In certain contexts, being responsible for ensuring that the maternity staff is able to identify, receive and provide care to the victims of the SGBV in collaboration with the Obs Gyne MD and following the protocols

ADDITIONAL ACCOUNTABILITIES

Clinical responsibilities
  • Make a tour of all the wards in the Birth Centre every morning, involving the midwives and nurses. Ensure good information flow between the team members – obstetricians, nurses, referal and OPD team and registration.
  • Ensure quality of care in the Birth Centre and in all departments – assessment, observation, labour, delivery and postnatal for both mother and neonate. Quality of care relates to patient treatment for communication, protocols applied, medication given and management.
  • Ensure correct documentation in files.
  • Supervise midwives and nurses, completing their log book as needed, informing MWAM /Obstetrician /PMR or other support staff as needed.
  • Ensure an appropriate introduction program for new staff, in collaboration with other related departments
  • Ensure appropriate decisions regarding the referral of patients to external hospitals for further care, these decisions should follow current SOPs, be made at the appropriate time, be correctly documented with a clear handover of the patient. The method of transport should be appropriate and the team should collaborate with the Referral team.
  • Ensure MSF protocols and SOPs are followed at all times, proposing new ones if necessary.
  • Ensure an up-to-date work plan is available for the staff with daily, weekly and monthly activities detailed and a clear division of tasks.
  • Ensure the team are aware of the managment of SV cases and the complimentary services available in the Family Centre.
 
Administrative management
  • Review patient files on a regular basis and act on the findings – referesher trainings, SEAs, audits. Ensure the files are correctly and appropriately completed. Inform the MWAM as necessary.

  • Ensure correct archiving of files and documents.

  • Ensure correct completion of the registers.

  • Compile and share the monthly stastics, participate in project meetings as necessary.

  • Manage the monthly staff meeting.

  • Participtate in the Technical committee with RHUH.

  • Manage  the HR needs of the HBC team– eg. Preparation of the MW and nurse roster, assist the HR department in recruitment of new staff, organise the induction of new staff,  evaluations, trainings, attendence sheets etc. In collaboration with the MWAM and HR department as needed.

 

Management of Medication and stock
  • Prepare the monthly pharmacy and any additional urgent orders and follow up the reception.

  • Ensure accurate recording of the removal of pharmacy stock.

  • Ensure appropriate usage of stock

  • Inform MWAM, Pharmacy supervisor about any ruptures.

  • Ensure correct storage of the medication and medical items both in the pharmacy store and in the ward cupboards.

  • Ensure monitoring, appropriate ordering, storage and use of logistic items.

 

Management of Biomedical Items
  • Ensure staff are informed on how to use all biomedical equipment.

  • Supervise that staff follow the SOP for biomedical equipment including cleaning and storage.

  • Collaborate with the Biomed referrent and logistical team for the shared care of such items.

  • Check that the medical equipment in the department functions properly (suction pump, BP machine pulse oximeter etc).

 

Hygiene / aspesis, waste disposal and stock keeping
  • Ensure appropriate waste management – including disposal, storage and transport (sharps, medical waste, domestic waste). This is in collaboration with the logistics department.

  • Monitor the uniform and patient laundry service, ensuring appropriate stock levels and service.

  • Collaborate with the sterilisation team to ensure adequate quantity of materials.

  • Ensure the IPC (asepsis, hand hygiene, clothing, cleaning of wards and materials, beds…), SOP and protocols are followed by all staff.

  • Ensure staff are aware of the AEB procdure, including the location of the PEP and SGBV kits.

 

Training – the objective is to maintain and update obstetrical, medical and paediatric knowledge and skills within the team.
  • Identify training needs of the team, and assist in internal trainings within the centre.

  • Assist in the organisation of midwifery student placements.

  • Support the staff in training and supervising students in the centre.

 

It is not permitted to sleep during working hours, nor to leave the work place without informing the MWAM.

The work of MSF is characeterised by flexibility and mobility. The function may evolve with time and the JD may be altered as such. At times the employee may be asked to take on other tasks and functions within the MSF project.

REQUIREMENTS

Education : Midwifery degree + Registration with the Syndicate of Midwives in Lebanon

Desirable experience : working experience of at least two years in midwife activities related jobs.

IT skills: Essential computer literacy (word, excel)
