Nurse Team Supervisor

Introduction about MSF:

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people in 70 countries who are affected by armed conflict, epidemics, natural disasters, and exclusion from healthcare. MSF offers assistance to people based on need, irrespective of race, religion, gender or political affiliation and our actions are guided by medical ethics and the principles of neutrality and impartiality.

We offer basic healthcare, perform surgery, fight epidemics, rehabilitate and run hospitals and clinics, carry out vaccination campaigns, operate nutrition centers, and provide mental healthcare. Our activities include the treatment of injuries and disease, maternal care and the provision of humanitarian aid. Where necessary, we set up sanitation systems, supply safe drinking water, and distribute relief to assist survival.

Main Objective of the position:

Plan, organize, and evaluate the activities concerning nursing and the team associated, according to MSF values, policies and protocols and universal health standards, in order to warrant the quality and continuity of the health care and the development of the plan of action.

Accountabilities 

  • Carry out the functions and tasks associated to nursing i.e. perform as a nurse or anesthetist, whenever required or needed, in order to optimize the resources, contributing with his/her knowledge and experience.
  • Implement all the protocols and hygiene procedures and supervise his/her team follow the same standards, in order to warrant the quality of the care and service in his/her speciality.
  • Organize and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define and ensure the needs for training of staff, to ensure the coverage of the human resources needs and maintain high standards of quality.
  • Carry out and/or supervise the (decentralized) pharmacy and medical equipment management (drugs orders, follow-up of the stock, storage conditions, inventories, follow-up of expired drugs and their destruction, drugs consumption, etc.)in his or her department, in order to satisfy the needs of material with efficiency and effectiveness.
  • Ensuring that all staff using medical devices are qualified and trained. Ensuring that cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service.
  • Carry-out and/or coordinate administrative (exit-paper, transfer-paper, etc.), information and data collection (patient files, forms, statistics, etc.) tasks, and elaborate regular reporting, in order to have updated and reliable information about the day-to-day activity in the project, output/ outcome and support decision-taking.
  • Give feedback/ reports to medical focal point.

MSF Context Specific Accountabilities:

  • Provide support to Primary Health Care Centers’ (PHCCs) teams (especially nurses, and other team members) providing Non-Communicable Diseases (NCD) care and Mental Health and Psychosocial support services
  • Analyse the context and assess the support needs in each of the supported PHCCs with the help of and in coordination with the medical activity manager (MAM) and other medical team members.
  • Provide support to medical and paramedical team members of PHCCs through mentoring, coaching and training for a multidisciplinary provision of NCD care including but not limited to: triage, consultations, medications dispensing, patient support, education and counselling.
  • Provide support to the PHCCs for monitoring quality of medical care and identifying ways for improvement.
  • Provide coaching and training to the PHCC’s health staff according to MoPH/MSF protocol.
  • Build a good collaboration and relationship with the PHCCs teams.            
  • Regularly assess the need to reinforce the standard precautions and Infection Prevention and Control (IPC) measures within the clinic and in outreach activities.           
  • Together with the MAM, participate in:
    • Contribute in preparing the operational and medical strategy and logframe.
    • Monitoring the on-going activities and regularly reporting the outcomes based on Logframe indicators.
    • Assessing the needs and gaps in the supported PHCCs and area of intervention.
  • Support MAM in setting and if needed implementing an emergency preparedness plan.
  • Mapping and coordination with other actors, essentially health actors including attending if needed the health partners’ meetings.
  • Organize the subsidization of consultation fee of GPs and the specialists in a regular manner, added to the proper validation process beforehand
  • In collaboration with NCD MD, coordinate the monthly reimbursement process for the NCD lab test between the Laboratory, PHCCs and MSF FinHR Department.
  • Contributing to other tasks and responsibilities as required by the line manager and according to operational updates.
  • Collaborate sufficiently with the NCD MD in clinical care quality improvement along continuum of care pathways, and support transversal activities such as mental health care, health promotion, and social work including following SOPs on referrals, etc.
  • Implement the triage system, clinical mentoring for nurses on PHCC spectrum of nursing activities, and co-lead PSEC implementation process towards PHCC resilience and more patient-centred care
  • Regular Data collection and reporting to project medical referent monthly

Requirements:

Education

Nursing diploma or Technical Diploma (LT = license technique and accomplishment of 3 years minimum education)

MoPH’s license to practice in Lebanon

Certificate of registration at the Order of Nurses in Lebanon

Experience

Essential 2 years of previous experience in nursing

Essenntial 2 years as a supervisor.

Desirable experience in non-communicable diseases care.

Experience in support to PHCCs or in mental health care is an asset.

Having worked in MSF or other NGO’s and in developing countries is desirable.

Languages               

 Full professional proficiency in English and Arabic
