Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people in 70 countries who are affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. MSF offers assistance to people based on need, irrespective of race, religion, gender or political affiliation and our actions are guided by medical ethics and the principles of neutrality and impartiality.
Our project focuses on providing medical and mental health care to Migrant Workers in the country.
Responsibilities:
Defining, coordinating and monitoring medical care and nursing related activities in the project and ensuring the daily management of the human resources, according to MSF protocols, standards and procedures, in order to warrant efficiency, quality and continuity of prescribed care.
Accountabilities:
- Planning and organizing medical care and all nursing related activities ( OPD clinic, mobile and outreach activities, etc.) and participating in the definition of annual planning and update of its associated budget in order to efficiently maintain the continuity of the standard quality healthcare. When needed, being responsible for scheduling duty rosters, shifts and on call of nursing staff.
- Coordinating and supervising the implementation of the legal therapeutic protocols, procedures and standards, according to the project objectives and in collaboration with the different departments (,general outpatient care, , SGBV, MH services, IECHP and social workers etc.) and providing technical support when needed, to ensure the quality of care, confidentiality and information traceability, patient surveillance, and the application of the therapeutic and sterilization rules by the health care personnel.
- Ensuring all administrative procedures and documents (individual patient’s card and registration book, discharge paper, transfer or referral form , etc.) and existing data management tools are used, stored and filed correctly
- According to MSF protocols and in collaboration with the Pharmacist and Medco, supervising the distribution (according to medical prescriptions) and pharmacy activity, preparing new orders when required, supervising expiration terms and consumption patterns, in order to ensure that pharmacy stock levels are permanently updated and above minimum safety point.
- Supervising the pharmacy management and medications dispensing activities in order to ensure that medications stock s and medications prescription and dispensing practices complies with quality and quantity standards.
- In coordination with the PMR and biomedical advisor supervising the appropriate use of medical devices and anticipating and communicating future needs.
- In close coordination with the Logistics / Supply Manager, supervising laboratory outputs related to nursing activities (blood test) to ensure samples are collected and managed (stored and transferred) correctly and results are provided on time.
- In close coordination with the HR department, planning and supervising the associated processes (recruitment, training, evaluation, development and communication) of the MD and nursing staff of the project in order to improve staff capabilities and ensure both the sizing and the amount of knowledge required. Training nursing staff on Patient Therapeutic Education (PTE).
- Reporting to the line manager on any relevant information linked to medical and nursing activities and participating in monthly reports
- Ensuring coordination of activities between the medical and all the diffrent departments of the project (MH-HP-SW)
- Guaranting proper follow-up of medical referrals through coordination with the social worker department.
- Acting as the focal point of the medical referral to the external partner in case a specific management is needed for the beneficiaries.
- Coordinating the appointments at the clinic between the secretary and the nurses
- Plan, implement and supervise the medical interventions of the mobile activities, with the support of the PMR/Fieldco and the other supervisors/manager
- Collaborating with the data supervisor on the implementation and follow-up of the new data collection system and reporting.
- In close coordination with the log supervisor, planing the movements related to the medical activities on weekly bases.
- Coordinating with the PMR the weekly meeting of the medical department including sessions of case discussion

Qualifications:
Education:
- Essential bachelor’s degree in science of Nursing, recognized Registered Nurse
- Essential Lebanese Ministry of Public Health’s license to practice in Lebanon as a registered nurse
- Essential certificate of registration at the Order of Nurses in Lebanon
Experience:
- Essential working experience of at least two years in nursing activities related jobs.
- Essential previous managerial or supervisory experience.
- Desirable experience in an outpatient department and outreach.
- Desirable working experience in MSF or other NGO’s in developing countries
Flexibility in working on weekends is needed.
