Project Coordinator

Main purpose

Is responsible for MSF operational response in the Project. In close collaboration with the capital team, define and plan the Project objectives and priorities, identifying population’s health and humanitarian demands and needs, analysing the context and the humanitarian issues at stake, the risks and constraints and defining resources needed. Coordinate, in close collaboration with the Deputy Head of Mission, its implementation in order to efficiently ensure the goals as well as to improve targeted population’s health conditions and humanitarian situation through networking and advocacy.

Accountabilities

Represent MSF within project limits. In close consultation with the Deputy Head of Mission and Head of Mission, develop institutional contacts with national partners at project’s level (civil society, civil and military authorities, local NGOs, Ministry of Health representatives, etc.) in order to obtain all information and agreements necessary for the integration of MSF’s programs in the local context and ensure the targeted population’s awareness on them.

Closely follow up the political and humanitarian situation in the project’s region

Monitor the risks and threats around the project(s), documenting the situation and analyzing the consequences of political decisions or negotiations in course, in order to bear witness of and to render the populations' distress public.

Ensure that MSF's charter, policies and image are respected with regards to national employees, populations, authorities and partners.

Steer and supervise the implementation, monitoring and evaluation of the programs in collaboration with the team, by collecting information and comparing it with the objectives, chronogram in order to monitor progression and early detect deviations and propose corrections.

Ensure a data collection and epidemiological surveillance system, in agreement with the Project Medical Referent, in order to define medical and technical programs for the targeted population.

Monitor the population’s access to MSF services & satisfaction. Analyze and take into consideration feedbacks received from the population, the patients and the project’s staff.

Monitors and evaluate the projects’ indicators (logical framework) and the project’s quality (quality framework)

Together with the project team, continuously identify demands and evaluate needs by analyzing the population’s access to health care & related barriers, the context (environment, actors involved, negotiations for access etc.) and associated risks and constraints

Define priorities and projects goals, define resources needed and advocacy opportunities

Provide reporting to the coordination team on project’s evolution and propose corrections if needed

Monitor the correct use of resources and initiate corrective measures if needed.

Validate budget forecasts and reports

Contribute to the Project’s institutional memory, keeping written records on its development, in order to broadcast MSF achievements and improve awareness.

In coordination with the Administration Manager and Activity Managers, ensure planning and distribution of tasks and workload among the teams, guiding their understanding of the issues linked to the Project and the Mission through regular working meetings and feedback, in order to ensure an efficient deployment of the resources and the achievement of the expected goals.

Inform the field team on the exchanges with the coordination promoting fluent, smooth written and oral communication and information flow

Supervise full implementation of safety and health protocols, reporting the Medical Coordination on risky behaviors, in order to ensure safe working conditions for the project staff.

Be responsible of the proper application of HR policies and associated processes (recruitment, training, briefing/debriefing, evaluation, potential, detection, staff’s development and internal communication) in order to ensure both the sizing and the amount of knowledge required for the activities he/she is accountable for.

In coordination with the Activity Managers, identify development needs, provide individual follow up and coaching, carry out end of mission evaluation of the team members and lead internal communication initiatives in order to facilitate people’s integration and professional development and to maximize their capabilities and commitment to MSF values and project’s goals.

Manages the security in the project, ensuring that all necessary security measures are in place for the safety of MSF staff and its operations.

Regularly update, in close collaboration with the Head of Mission, the Project’s security policy and strategic response to emergencies, reporting any concerning issue, in order to improve risk working conditions and to ensure staff’s full adherence to security rules and protocols.

MSF Section/Context Specific Accountabilities

Akkar Governorate is one of the most underprivileged region in Lebanon in terms of infrastructure, availability of public services (health, education, etc) and employment. The border regions of Akkar including Wadi Khaled and Akroum have been particularly affected by the Syrian crisis due to their close proximity to the border and familial, trade and business relations that link inhabitants to their Syrian neighbors.

Wadi Khaled itself was the first area in Lebanon to receive refugees in February 2012, with East Akkar villages now hosting around 25,000 registered Syrian refugees out of a total 98,965 registered refugees in the whole of Akkar. In addition, there is an unknown but substantial number of non-registered refugees.

Also impacting on the economic situation has been the closure of borders with Syria since January 2015. Wadi Khaled had an active official border crossing point to Syria leading to Homs, and two points for irregular crossing of goods and individuals.

There are primary health care centers available in the area but mental health services are non-existent, vaccination coverage is very low and access to insulin of diabetic patients is limited.

The MSF clinic in Jandula, Wadi Khaled, offers following services: non-communicable disease, paediatrics, vaccination, mental health and health promotion. Outreach mental health activities are conducted in Fneideq and Akroum.

The finality of the project is to increase the access to health care for complicated NCD cases, increase access to mental health services and increase acceptance of vaccination in the population.

Work Experience required

•    Essential working experience of at least two years in relevant similar jobs in other NGO’s, or previous field experience with MSF in different contexts.
•    Essential working experience in developing countries.
