WATCHMAN / CROWD CONTROLLER 50% CONSULTANCY CONTRACT

Introduction about MSF:

Médecins Sans Frontières (MSF) / أطباء بلا حدود  is an international, independent, medical humanitarian organization that delivers emergency aid to people in 70 countries who are affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. MSF offers assistance to people based on need, irrespective of race, religion, gender or political affiliation and our actions are guided by medical ethics and the principles of neutrality and impartiality.

We offer basic healthcare, perform surgery, fight epidemics, rehabilitate and run hospitals and clinics, carry out vaccination campaigns, operate nutrition centers, and provide mental healthcare. Our activities include the treatment of injuries and disease, maternal care and the provision of humanitarian aid. Where necessary, we set up sanitation systems, supply safe drinking water, and distribute relief to assist survival.

Main Purpose:

Carrying out surveillance and guarding activities in MSF facilities, according to MSF protocols and security rules, in order to ensure the safety and security of all mission's personnel and premises.

Accountabilities:

  • Surveying the MSF premise's access and guides people to reception within authorized hours. Contacts administration team for authorizing people access.
  • Watching MSF premises and property's perimeter fence through regular patrols. Remaining on duty until other watchman comes to do a handover, never leaving the post unattended.
  • Organizing traffic of vehicles within the premises and directs them in and out.
  • Checking that the doors and windows are locked, and lights are off when people leave premises. Checking that security lights are working properly and informing line manager of any possible problems.
  • Keeping area within MSF premises clean and tidy (ex. empty dustbins, sweep paths, etc.) and performs general maintenance activities of the garden (ex. cut grass, maintain flower beds, prune trees, if necessary, etc.).
  • Maintaining watchmen's torch and other lighting tools, returning used batteries, and keeping the necessary supply of spare batteries. Maintaining communication equipment (radio) in working conditions and providing battery availability.
  • Supervising diesel/petrol tank levels and providing spare can(s) of fuel. Ensuring the correct functioning of generator and water pumps (starting, switching off, record sheet of operating hours and maintenance) as well as the correct use of extinguishers (being aware of their location.

Informing line manager of arrival of any materials before unloading and helping MSF staff carry heavy items, if necessary.

MSF Context Specific Accountabilities:

  1. Directing / Assist Patients:
  • Ensures that patients’ Flow is facilitated: from outside the clinic into the waiting room, then to consultation rooms.
  • Assist in placing patients into the ambulance in case of need.
  • Help in directing patient’s questions to the right medical staff member.
  •  Wear MSF identification while on shift.
  • Prevent entry of anyone carrying a weapon. Be always polite and never put in risk your personal safety.
  • Responsible for keeping the entrance area clean.

 

  1. Guarding:
    • Do not carry or use any weapon during working hours.
    • Ensure security of ambulance together with the driver within the premises and direct them in and out.
    • Ensure that no material is taken out of MSF premises without prior authorization.
    • Check that doors and windows in the various buildings are locked and that internal lights are switched off at night.
    • Remain on duty until end of shift or someone comes to do a handover and never leave post unattended during working hours.
    • Do not enter premises to which access has not been previously authorized.
    • Ensure that the premises are properly locked (doors, windows) and leave an outside light on when the premises are unoccupied.

 

  1. Facility Supplies:
  • Checking outside working condition of generators, UPSs, vaccine fridges, VHF devices and running water every day in the morning.
  • Inform the supervisor in advance needs of drinking water.
  • Call the supervisor if the facility ran out of water, electrical cut off, internet issue.
  • Load supplies/materials coming in and going out of the facility.
  • Move furniture/materials inside the facility when requested.

 

  1. Electricity/Extinguishers:
  • Ensure that UPS, Generator and Emergency Light are working properly.
  • Ensure the correct use of generator, check, and write the fuel level on a daily basis.
  • Ensure correct use of extinguishers as well as know where they are located.

 

  1. Service promotion activities:
    • provide security support to HP team during field/outreach activities and report any security challenges or incidents in the field to PC or log manager.
    • Support in connecting/solving any issues that affects the security of staff during service promotion.
    • Supporting the HP team in navigating across different areas in Beirut including suburbs of Beirut, to help reach vulnerable communities for service promotion.
    • Report immediately to the PC or Log Manager any theft, damage, abuse or threat to MSF property or staff, also any unusual movement (of vehicle and persons) around the premises of the service promotion.

Reporting

    • Inform the Log supervisor of arrival of any materials before unloading.
    • Inform Log supervisor in case of absence before start of shift so that arrangements can be made to find a substitute. Crowd Controllers may not swap shifts without prior agreement of the line manager.
    • When there is a serious reason, ask always the line manager for permission to leave assigned position during shift and ensure that he is informed of any problems that might be linked to the security of the perimeter or of the buildings.
    • In case of an incident in or near MSF premises, immediately inform Log manager/Log supervisor.

Others

    • Participate in meetings and possible trainings upon request.

Additional tasks

On request, perform any other additional duties given by the immediate supervisor in order to allow the organization to function optimal.

The work of MSF is characterized by a great flexibility and mobility. The employee understands the MSF Charter and agrees to abide by its principles. In general, each staff member of MSF accepts to work according to the internal regulations.

 

Requirements:

Education: 

None is required, desirable literacy. 

Experience: 

Desirable work experience in humanitarian organization.

Languages:

  • Arabic essential,
  • English: good command (essential)

Knowledge: 

  • Knowledge of the Burj Hamoud community (essential)
  • Minimum connection with stakeholders in BH (essential)
